Deputy Prime Minister Nick Clegg has rejected calls by the Conservatives and Britain's top policeman, Sir Bernard Hogan-Howe, for an automatic prison sentence for offenders caught twice with a knife, because there would be no discretion to prevent innocent people being locked up.
