SILVER SPRING, MARYLAND — The U.S. Food and Drug Administration banned blood donations from gay and bisexual men and other men who have sex with men in 1983, during the rise of the HIV/AIDS epidemic when the disease was found to be transmitted through blood transfusions.

The FDA is now proposing to lift that ban, providing that the donor has not had sex with another man in the past 12 months. The lifetime ban on people who have used IV drugs or who have engaged in sex for money or drugs would still in place.
