抗日戰爭時期，日本企圖摧毀中國金融系統，中統派出一個小分隊實施“獵風行動”，旨在摧毀汪偽金融系統，經濟學奇才李正白意外卷入了這場針對日偽的經濟戰，其孤身闖入虎穴，化身犯人進監獄招兵買馬，協同江湖小偷趙二林及其他幾個隊友們歷盡艱辛，在地下黨員陸清瑤的協助下，最終打贏了這場沒有硝煙的戰爭。
During the Anti-Janpanse War, Li Zhangbai and Wu Yunzhao planned to sneak attack the Japanese troops but they were betrayed by a hidden traitor. All the members are killed except Li. To complete his task, Li builds a motley action group recruited from the prison. With his brilliant wisdom and tactful strategy, Li and his group at last fulfill the task in an unexpected way.
