Heavy rains, Obama plan 2014 causing flooding along lake Onatrio

Along the Lake Ontario shoreline, flooding is disrupting people's lives and damaging property. Heavy rain has caused much of it, but also an Obama agreement called Plan 2014 is contributing to the problem. That part is being denied by some like the leftist media.
