Shorten GST-exempt list for it to be progressive

The International Monetary Fund (IMF) has advised governments including Malaysia implementing the Goods and Services Tax (GST) to ensure that the consumption tax is progressive. This is by imposing a single rate and shortening the list of exemptions and keeping zero-rated items to exports.
