Former Volkswagen CEO Charged with Fraud On Thursday, the unsealed indictment revealed that former CEO Martin Winterkorn had been charged in the diesel emissions scandal. The U.S. government charged Winterkorn on March 14 with wire fraud and conspiracy to defraud the automaker’s American customers. Winterkorn, who is the ninth to be charged in the scandal, was also found to be in violation of the Clean Air Act, a federal law designed to control air pollution. In 2015, Volkswagen admitted to cheating on clear air rules by rigging their diesel cars to make emissions look cleaner than they were. The company agreed to a $14.7 million settlement with the U.S.
