Who gave this nuisance a blue flag? The religious beach in Eilat is neglected and dirty

The blue flag program gives beaches and marinas, which meet the program's conditions, international environmental quality - the blue flag.
Founded in France in 1985, the program was expanded to ten European countries in 1987 and has been operating on other continents since 2001. By 2013, the flag had been awarded to 3,850 sites in 46 countries.
The program is voluntary and is operated by the Environmental Education Fund (FEE - Foundation for Environmental Education), a non-governmental and non-profit organization that promotes sustainable development through environmental education.
Beach receives the blue flag after proving that it meets the international standard of the program. The flag is given for one year, and each year has to be renewed. Each beach is examined by a national committee whose members are representatives of various government ministries,
Rescue organizations and green bodies. Its recommendations are forwarded to an international committee at the fund headquarters in Copenhagen, which is authorized to give the beach or the marina the blue flag
