Is this a tropical aquarium?

This is the tank set-up featured in the June 2012 issue of Practical Fishkeeping. At first glance it might look tropical, but in fact it's a temperate aquarium - set up with careful choice of fish to create the illusion of a tropical tank, but on a leaner, greener budget.
