Government constantly shifting goal posts, says ex-servicemen

Ex-servicemen seeking the immediate implementation of the OROP scheme said on Thursday that the government is constantly shifting goal posts. Addressing a press conference in Delhi, ex-servicemen said that they can't talk to the government as it appeared to be confused.
