Fiscal roadmap: NK Singh's take

It is time for India to set up a fiscal council to enforce fiscal rules and keep a check on the centre's fiscal consolidation. That is the word coming in from the chairman of the fifteenth Finance Commission NK Singh. Speaking at a book launch, NK Singh added that imposition of cesses and surcharges are unfair to states as it reduces the divisible kitty.
