In the wake of a number of key decisions by the centre on Kashmir, the prime minister said the matter is being phoned by the Chief Ministers of the States. They are on the conditions in the States. In this context, security has been beefed up in several sensitive areas of the country, including Bihar and Uttar Pradesh.
