N. Korea's "low capacity" cyber troops manipulate elections: Report

North Korea has been identified as one of the countries that use online propaganda to manipulate foreign elections.
This is according to a report by researchers at Oxford University who analyzed social media manipulation by the governments and political parties of 70 countries.
North Korea was categorized as "low capacity,"... meaning its "cyber troops," so called, work only from within the country and only during elections.
It says the team is run directly by the regime and consists of roughly two-hundred individuals using hacked or stolen accounts... to spread disinformation to support or oppose foreign governments.
As for South Korea, the report classified it as having "minimal" cyber troops, with an even lower capacity than the North.
The highest capacities belonged to China, Russia, and the U.S.
