In fact, four bladed fans are used as supplements of air conditioner (AC) in USA and other countries. Their purpose is to circulate AC air throughout the room. Now because a 4 bladed fan moves slower than a 3 bladed fan, it can do this job well. On the other hand, in India, fans are used to get cool air. A three-blade fan is lighter and runs faster, so a 3-blade fan is more commonly used in India.
