Most of the biggest submarines in the world have been built by the Soviet era Russian Navy. Military submarines are tremendously expensive to design, build and operate but they offer a unique tactical advantage to whichever country deploys them! The US Navy has a lot of submarines but, even though they are not necessarily the biggest in physical size, they have many of them; nuclear subs, ballistic missile subs, attack subs and cruise missile subs.
