Vaccine: How will the govt complete the target of 18 plus?

The third phase of vaccination has started across the country from today. But about a dozen of states have given up on starting the campaign citing lack of vaccine. In the meantime, vaccinations of people above 45 years are can’t be. In such a situation, the question arises that when the people above 45 years have not been fully vaccinated yet, then how will the challenge of vaccination of 18 plus people be completed.
