Delhi Smog: Are "Emergency Measures" Enough?

Ever since Diwali, air quality data shows that pollution in Delhi has reached hazardous levels, which means that everyone, including normally healthy people, are at the risk of serious health problems.

The Delhi government has taken some emergency measures to curb air pollution. But will this be enough especially as it gets worse with the onset of winter?
