This video also makes use of Jfef's beta Realistic Headlights mod (https://www.beamng.com/resources/realistic-headlights.25808/) which makes car headlights much more usable and realistic compared to the game's headlight system.
A few tweaks to lighting levels in the level/world editor resulted in night time being much darker without unrealistically dimming and washing out everything else. Thanks to Miura and Brother Dave in the BeamNG forums for sharing that information.
