A bill at the Senate that seeks to penalize private schools that enforce a 'no permit, no exam' policy on their students has concerned a group of educators who say that such a measure could make it financially difficult for them to continue providing quality education. Dr. Antonio 'Toni' del Carmen, president and CEO of STI College in Sta.
