00:00 This S&T Fellows Program is conceptualized because we need to add more young scientists and researchers.

00:11 And to let them stay here in the Philippines, we need to have a bigger incentive for them.

00:21 This S&T Fellows Program was created so that their salary is competitive, and they can do research and development

00:33 that is aligned with the gaps that need to be filled in our science and technology and innovation.

00:44 So we focused on getting S&T Fellows so that we can get the best of the best researchers to do science, technology, and innovation research.

01:00 First of all, we want to give credit to our science and technology fellows for their work, and they decided to work for the government.

01:11 Second, we want to show our visitors what research and development programs or projects are being done by our S&T Fellows.

01:21 That's why I'm happy that aside from the representatives of universities and government agencies, we have private industry.

01:31 In fact, if I may give a context, the Department of Science and Technology and the Philippine Chamber of Commerce and Industry are allies.

01:41 We also have the DOST PCCI Council, where we regularly talk to each other to see what kind of help the department can provide to our private industry.

01:54 Also, what can our industry partners see that can be used for research and development of DOST and our fellow citizens' income.

02:05 That's why we are showing here the celebration of their one-year performance after last year.

02:13 And of course, we will expose our visitors to what can be done to help them or to help us to realize our dream of science, technology, and innovation

02:27 to have a meaningful impact on our economy, science, technology.

02:32 Most of our S&T Fellows are new graduates or just recently graduated.

02:40 Those who have jobs abroad are those who are assigned to the Balik Scientist Program.

02:47 We have short-term, 15 days to 30 days, to longer-term, up to three years.

02:53 We give our S&T Fellows a career opportunity where the track is really research and development.

02:59 That's why we will hire more, as I mentioned earlier, we will add more,

03:06 that from 43, we hope to become 51 this year.

03:10 Of course, this is not enough, but we will face hiring to see what is the success of our program

03:23 and where we are heading when it comes to the focus of our research and development.

03:30 Okay, there are many fields that are being opened.

03:35 But what you need to notice in our research and development funding,

03:41 we are helping many higher education institutions.

03:46 And they have their own plantilla for their faculty and researchers.

03:52 In the DOST, there are shortcomings and limitations in the number of employees we can hire.

04:01 And the permanent plantilla position does not come quickly.

04:07 And there are many areas or fields of science that we need experts in.

04:13 So the first place we went to give help is the research and development institutes.

04:20 We have S&T Fellows in the Philippine Nuclear Research Institute,

04:25 we have in the Philippine Textile, Forest Products, Industrial Technology, Advanced Science.

04:31 So all the research and development institutes of DOST.

04:34 Second, we need solid programs to set directions as to the advanced science that we need.

04:42 So we also gave S&T Fellows in the research and development.
