00:07 seen inside the Parliament is the Honourable Prime Minister of India. So it is absolutely
00:16 clear that the Prime Minister has no intention of raising the issue of Manipur inside the
00:28 Parliament. Now what could that reason be? He will only know better. Is it because of
00:37 the gross mismanagement of his central government and the state government? Is it the guilt
00:47 that he has failed the people of Manipur? Or is it that he simply has no answers as
00:55 to why he is allowing the Chief Minister of Manipur N. Biren Singh to continue in his
01:00 position? He has absolutely no answers. And that's why as Shakti Singh ji said, at the
01:10 beginning of Parliament he said a few words to the media outside the Parliament and that's
01:18 it. He has no more to say. Why is the Prime Minister so unwilling, so afraid to speak
01:30 inside the Parliament? He can go to the US and address a joint session of American policy
01:40 makers in the US Congress or their version of Parliament, but he cannot speak inside
01:46 our nation's Parliament. He can go to France and hug Macron, but he cannot go to Manipur
01:56 and hug the victims of rape, hug the victims who have lost a family member. So it is absolutely
02:06 clear and especially from the statement today made by the Union Home Minister that the BJP
02:15 are shielding the Prime Minister from speaking inside Parliament. They just want a symbolic
02:24 discussion as Shakti Singh ji said, a short duration discussion. They want to treat Manipur
02:33 as an ordinary law and order issue and they want to have a regular discussion under 193
02:41 or under a separate rule in the Rajya Sabha where the Chairman or the Speaker can curtail
02:48 the time. And instead of having a broad based discussion, instead of we, the people of India
02:58 asking the Prime Minister as to why has he not visited Manipur, as to why he is allowing
03:05 this government to continue, we will not be allowed to raise these questions to the Prime
03:10 Minister or hear his answers. So, not only the opposition parties, people of Manipur
03:20 are protesting on the streets of Delhi. The daughters of Manipur, the daughters of India
03:27 are protesting across the streets of Delhi, across the streets of major cities in India.
03:34 And they are saying where is the Prime Minister? Daughters of India and daughters of Manipur
03:40 are asking why is the Prime Minister silent? At least to them, the Prime Minister should
03:47 give some iota of respect and speak to their concerns inside Parliament. Prime Minister
03:56 has not even the courtesy to meet his own party MLAs from Manipur. Before leaving for
04:02 the US, his MLAs were camping in Delhi, wanting to raise the issue but Prime Minister had
04:09 no time for them. So, is it a cold hearted calculation as Shakti Singh Ji said that his
04:17 heart must be made of stone because otherwise how can one show his back to the people of
04:24 Manipur? He has simply shown his back. This is the actist policy of BJP. Prime Minister
04:34 says that nobody else has visited the North East as many times as I have visited. The
04:39 BJP keep clapping themselves and now when the North East needs him, he is nowhere to
04:49 be found, nowhere to be seen. The role of a Prime Minister, the role of a leader is
04:57 to show personal leadership in a time of crisis, is to show a form of political outreach. There
05:03 is no outreach, no leadership. He has outsourced everything to his BJP cabinet and BJP chief
05:11 ministers who are acting as bouncers. Like the way you cannot address a celebrity, these
05:18 bouncers of the BJP, the chief ministers and cabinet ministers are shielding the Prime
05:24 Minister from being, from tough questions. The Prime Minister thinks that he is above
05:29 the Parliament of India. He need not come, it's been three days, he need not come inside
05:34 Parliament and make a suo moto statement. The Prime Minister can change chief ministers
05:41 in election going states. He changed the chief minister in Gujarat, he replaced the chief
05:47 ministers of Uttarakhand and Tripura because of electoral and political concerns. But for
05:55 some reason he is continuing to back the decisions of the chief minister of Manipur.
06:01 So, our demand is clear that the Prime Minister should speak inside Parliament. We want a
06:27 substantive debate, an exhaustive debate and that is why we are saying that debate this
06:33 under rule 184 in Lok Sabha and under rule 267 in Rajya Sabha because this is an exhaustive,
06:41 substantive debate on a substantive issue where if the need be there might be a vote.
06:46 The BJP is running away, the Prime Minister is running away. It is obvious that the Prime
06:52 Minister is too scared to speak inside Parliament. He is afraid of the scrutiny from the members
06:59 of the opposition parties. Thank you.
07:05 The fact that the chief minister says I didn't even know about this, that is what he had
07:09 mentioned. I just came to know about it recently.
07:12 If he doesn't know about serious matter, then he is not fit to lead the chair. Then he should
07:20 be able to give it up to somebody else who is more fit to lead the chair and will be
07:25 able to control things. That's a total lie. He was using internet, he was using Facebook,
07:32 he has access to internet. How can he so blatantly lie to the public when the public is suffering
07:40 so much, when the whole world knows what is taking place here. No, that's not acceptable.
