An elderly lady was given a £150 fine by enforcement officers, after dropping what a witness said was a "cigarette end" in Romford.
Despite multiple people pleading for them to just give her a warning, they are told the officers have a "zero tolerance approach".
Havering Council said it is "disappointed" in the footage, and that it will be cancelling the woman's fine.

00:00 Listen mate, have you just given her a ticket for frying rubbish then?
00:04 It's my job.
00:05 It's your job?
00:06 Why don't you give her a warning?
00:07 Huh? No, no, we don't give warnings.
00:09 It's just a friend of ours.
00:10 Oh, yeah, yeah, yeah.
00:11 You know who I am?
00:12 I'm just contemplating a new trip.
00:14 And them ones up there as well.
00:16 Yeah, my colleagues, my colleagues are them.
00:18 My managers.
00:19 And you, this lady's nearly 90 and you're taking her details.
00:23 Nah, it's not your job.
00:24 It's not your job, mate.
00:25 Can you give me a warning?
00:26 You're all allowed to give me a warning.
00:28 Take a photograph of him, mate.
00:30 Yeah.
00:31 Listen, mate, why can't you give an old lady a warning?
00:37 I don't know what's going on.
00:38 I'm just going to come over and see what's going on now, mate.
00:40 It's OK.
00:41 Listen, no, no, old age pain.
00:42 Yeah, I know, mate.
00:43 He's just going to do his job.
00:44 I haven't seen what's happening.
00:45 Well, I'm going to go and see what's happening.
00:47 He's just going to do his job.
00:48 I'll just have a look at them.
00:49 No, that's all.
00:50 We've paid him because we got him.
00:52 What's that saying, mate?
00:53 I'm going to shut down.
00:54 Yeah, we're charging him.
00:55 We got that.
00:56 We got that last week.
00:57 Oh, from the outlet, was it?
00:58 Yeah.
00:59 So, same thing.
01:00 But, you know, them old people, they've got no money.
01:02 I know.
01:03 What it is, the council's got to tell the court.
01:04 She's having the same, obviously.
01:05 She's just doing her job.
01:06 I haven't seen what's happened.
01:07 I've just seen everyone surrounding him.
01:08 I'm just going to make sure he's all right.
01:09 That's all, mate.
01:10 OK.
01:11 Thank you.
01:12 Why are you walking away, Issa?
01:26 Why can't you give an old lady, two old ladies, a warning?
01:30 We don't, unfortunately, they've taken a zero tolerance approach to it.
01:33 Who says it's zero tolerance?
01:34 Council.
01:35 Council.
01:36 Council say you can't give a warning.
01:37 No.
01:38 No, to anyone.
01:39 No.
01:40 There used to be warnings, like a couple of months ago.
01:41 Well, there used to be, but we never had this.
01:43 Three months ago, it's not just now.
01:45 That law is since, like, 1990.
01:48 If you go back to 30 years...
01:49 You've not been here.
01:50 You've only just come in the last few months.
01:51 Yeah.
01:52 I'm going to put this on TikTok, just because you're saying the council won't give you...
01:55 I prefer you didn't put me on TikTok.
01:56 Well, I'm going to, because it's old ladies, old ladies.
01:59 If you're going to put me on TikTok, then we're going to have to escalate it, and we're going to go from different...
02:03 Good, good.
02:04 It's GDPR, mate.
02:05 GDPR, yeah.
02:06 Good, good, good.
02:07 Good.
02:08 I'm going to put you on TikTok, and I'm after two million followers.
02:11 I'm not talking to you while you're on video, Issa.
02:12 Sorry.
02:13 Take the camera off, and I will talk to you.
02:14 I only hope you have a chance.
02:15 Take the camera off, and I will talk to you.
02:16 I won't take you off.
02:17 Why should I take you off?
02:18 I'm not talking to you while the camera's on.
02:19 I'll make sure I follow you.
02:20 I'm not talking to you while the camera's on.
02:25 You can video all you like, but you're not getting any answers out of me while you're
02:26 on video, Issa.
02:27 I've been here 20 years.
02:28 You've been here three months.
02:29 Don't give me all that crap.
02:30 This is what I mean about Romford.
02:37 They work, but they just don't want to know.
02:39 It's just more money they're taking off people for throwing a little piece of paper or dropping
02:43 a piece of paper outside the shop.
02:45 So, will they give him a warning or not?
02:52 They said they can.
02:53 No.
02:54 I don't know what your conversation's just been.
02:55 What he's got to do is he's just got to give a fixed penalty notice.
02:56 But the council has to get everyone to get a chance.
02:57 But a fixed penalty notice is £150, isn't it?
02:58 £150 reduced to £125, since the council's started from £40.
02:59 You've got your job to do, but...
03:00 I do all the training, so I'm just making sure he's okay.
03:01 That's all.
03:02 I'm not having an argument.
03:03 Okay.
03:04 Thanks.
03:05 That's all.
03:06 I'm not having an argument.
03:07 That's all.
03:08 I'm not having an argument.
03:09 Okay.
03:10 Thanks.
03:11 That's all.
03:12 I'm not having an argument.
03:13 That's all.
