To assess the situation, the commission posed several questions to the government before reaching a final decision:
1. What is the current amount of compensation awarded to the victims of violence?
2. How many individuals and families have been covered under the compensation scheme?
3. What steps have been taken for the rehabilitation of the victims and the deceased's next of kin?
4. How many persons or families of the victims have been rehabilitated to date?
5. Has the process of providing compassionate employment to the next of kin of the deceased, who died due to unfortunate violence, been initiated? If so, what stage is it in, and how many persons have been appointed on compassionate employment basis?
6. What measures have been implemented by the concerned authorities to promote harmony, restore common brotherhood, protect human lives, safeguard private and public properties, prevent violence, especially against women, and foster fraternity and a spirit of brotherliness among the community?
This is not the first time that the NHRC has intervened in the ongoing Manipur issue. Their first intervention occurred on July 20th, focusing on the May 4th incident when three Kuki-Zo women were stripped, paraded, and sexually assaulted by a mob, with the video of the incident going viral on social media the day before.
The commission expects that sufficient measures are taken to support the communities, prevent violence, and maintain peace, harmony, and unity, as mandated by Article 51-A of the Constitution of India.
