00:18 The Manipur turmoil has rocked the Parliament, virtually holding the proceedings to ransom.
00:24 One day in all likelihood we'll have another stormy session.
00:28 There is another contentious bill that might come up for discussion and that is the Delhi
00:33 Ordinance Bill.
00:35 The proposed Government of National Capital Territory of Delhi Amendment Bill aims to
00:39 replace the Union Government's Ordinance which was issued to establish an authority
00:43 responsible for transfers and postings of Group A officers in Delhi.
00:49 This ordinance facilitated the creation of the National Capital Civil Services Authority
00:54 (NCCSA) which was tasked with handling transfers and disciplinary proceedings of Group A officers
01:00 from the Delhi-Andaman-Nicobar-Dadar Nagar Haveli Civil Service Carter.
01:05 However, the Arvind Kejriwal-led government contested this new law, arguing that it contradicted
01:11 the Supreme Court's order from May 11.
01:14 The Court's previous ruling granted the Delhi Government control over services in
01:17 Delhi except for police, public order and land-related matters.
01:24 To replace the ordinance, the Government of National Capital Territory of Delhi Amendment
01:27 Bill has been introduced with several opposition members in Parliament expressing their intent
01:32 to oppose it through a statutory resolution when it comes up for discussion.
01:37 The Delhi Ordinance has become a focal point for parties aligned with the Indian National
01:41 Developmental Inclusive Alliance, better known as India.
01:47 The Union Cabinet also approved the Government of National Capital Territory of Delhi Amendment
01:51 Bill which would grant the Lieutenant Governor of Delhi the final say in transfers and appointments
01:57 if any disagreements arise with the NCCSA.
02:01 The ordinance promulgated on May 19 effectively reversed a Supreme Court judgment that had
02:06 granted the capital's bureaucracy control to Delhi's elected government in all matters
02:11 except policing, public order and land.
02:16 This move further intensified the conflict between the ruling Aam Aadmi Party in Delhi
02:20 and the Union Government-appointed Lieutenant Governor over administrative control.
02:24 The Aam Aadmi Party criticised the ordinance as illegal, unconstitutional and a black law.
02:31 Delhi Chief Minister Arvind Kejriwal campaigned nationwide to garner support against the ordinance
02:36 and sought clarity from Congress before aligning with the India grouping.
02:41 On July 20, the Supreme Court referred the Delhi Government's petition challenging the
02:45 ordinance to a constitutional bench of five judges.
02:48 However, the Court's decision to examine the ordinance's legality will not impact the introduction
02:54 or passage of the bill.
02:56 Now all eyes are on the Parliament to witness how the drama unfolds around it.
