A tragic incident occurred during the journey of the Jaipur-Mumbai Central Superfast Express when a Railway Protection Force (RPF) constable named Chetan Singh opened fire. The unfortunate incident took place near Palghar railway station and resulted in the loss of lives of a senior officer, ASI Tika Ram Meena, and three unidentified passengers.

The RPF constables, including Chetan Singh, were responsible for escorting the train for security reasons. Typically, a team of constables, along with senior officers, are assigned to accompany express trains for protection. Chetan Singh's group was en route to Mumbai Central for their assignment.

Unexpectedly, Chetan Singh started firing rounds from his automatic weapon, an AKM, as the train passed Palghar station. He first killed ASI Tikaram, his escort duty in-charge, and then proceeded to shoot three passengers in coaches B5, S6, and the pantry car. The motive behind the shooting is yet to be determined.

This devastating incident has caused immense sorrow, and authorities are conducting investigations to understand the circumstances surrounding the shooting. The Inspector General cum Principal Chief Security Commissioner of Western Railway, P.C. Sinha, has reported that Chetan Kumar suffers from mental health problems. As a result, it is important to approach the case without any bias or communal perspective.

00:00 A railway police constable Chetan Kumar shot four people, one his boss ASI Tikaram Meena
00:07 and three passengers, Abdul Qadir, Asghar Kai and one unidentified passenger. He shot three people.
00:15 He was caught in Boravalli, he is arrested. Now the thing is, the reason I want to talk to you
00:20 about it is because my colleague Amina Ansari has already done a complete report on this.
00:27 But the reason I wanted to come and talk to you on this is because there is a growing narrative
00:30 that this is a communal killing. This is communal killing. And this guy, Chetan Kumar shot those
00:37 three passengers because they were Muslims. Now the fact remains that if you see this case very
00:41 closely, I don't think this is communal killing. And I will tell you why. You see, the reason why
00:47 this is called a communal killing is because of this particular video that you are going to see.
00:52 This is the video.

01:36 And in this video, this person seems to be saying, in fact, he seems to be saying a lot of things.
01:41 He is rattling things. Things like Pakistan se operate hua hai, tumhare media, yehi desh ki
01:47 media hai, khabre dikha rahi hai, pata chal raha hai unko. So he is rattling a few words. He is
01:55 rattling a few words. So therefore, I don't think this is a planned communal killing at all. He
02:02 wanted to shoot, he shot. He wanted to shoot his superior, he shot a superior officer and he wanted
02:08 to then somebody, then he shot whoever came in front of him. And this is given a communal colour.
02:14 Now, the Western Railway Chief, the General Cum Principal Chief Security Commissioner of Western
02:21 Railway said that Constable Chetan Singh is short tempered and is suffering from mental health
02:26 issues. The railway has agreed that he has mental health issues. Please let us not turn this as a
02:33 communal firing or communal killing. I think this is a madman who went out and who shot people.
02:40 This is the way I would see it. And I think that is the way we should see it and let's not give
02:46 communal colours to it. Now that's number one. Number two is, my question is to Western Railway
02:51 and to Mr. P.C. Sinha, General Cum Principal Chief Security Commissioner. If you knew that this man
02:58 had mental disease, had mental issues, how did you give him a loaded gun? He shot people. How did you
03:04 give him a loaded gun? Just by arresting him, this cannot be just brushed under the carpet.
03:09 There has to be an inquiry for this. In fact, Mr. P.C. Sinha should answer this question as to why
03:16 was he allowed to carry a gun when you know that he is mentally ill. So this is the point I wanted
03:22 to make. The reason I did this report also was for this. I repeat again, please let us not give
03:28 this communal colour. This is a man who was mentally unwell, who went and shot, unfortunately
03:34 shot three passengers and his own superior officer. This was an unfortunate incident.
03:40 Let us please not give it any communal colour. Till I see you next time, Namaskar.
