15:20 Development. How has the house been reacting to this announcement that we're looking for a private investor to take over
15:28 Sagami at a cost of 200 million dollars
15:30 Spoke to a member of the Western housing
15:35 Opportunity within this week. It was categorical that the minority is issuing that morning to all private investors
15:41 But if you take over Sagami you are taking that
15:44 Owners and that a future NBC government will be looking forward to complete it with state funds
15:52 They have no plans of
15:54 privatizing that project and so if government does go ahead to give it out to a private company that
15:59 Private company will be taking on some really huge cost and some really huge risk to complete that project
16:04 So they're completely against it just about a few months back. They told the facility with journalists
16:09 They exposed what they said was government's inconsistencies about a project
16:13 They say that the only reason the president before the government does not want to complete the project is political reasons
16:19 Not financial and that the government has allowed people to steal the material that I've been used for the project
16:25 But that they are committed as a future NBC government to complete it
16:29 And so if any private investor takes over that project, they'll be doing so at their own risk
16:34 Now we understand that
16:36 This will cost you know, the private investor who take on the segment 200 million dollars
16:42 Do you know how much it will cost the state to complete the new housing scheme that they just launched?
16:47 Well
16:51 But in Parliament, they have been laid what is called a 10 key contract agreement between the governments of Ghana
16:58 represented by the Ministry of Works and Housing and do job promotion group at door for an amount of
17:04 56 point eight million dollars and so that is how my government is investing into that project because as a private partnership agreement
17:12 Government is seeking parliamentary approval
17:15 56 point eight million dollars to invest in that project a private company will also invest its own part of the of the of the
17:23 building government is also providing land and those are the questions that minority have been raised and they say that
17:29 The government must cost the land they are providing all other things
17:32 They are providing cost it
17:34 I need to receive the six million then the public will know that this is how much government is contributing to the project
17:40 Then come clean as to how much this private developer is also bring it then at the end of the day
17:45 You can put that together and know that this is the amount this project in host
17:49 In fact when the president spoke at events the other time they did not mention how much the entire
17:54 Project is going to cost and that is the issue the minority of the original should I should add that this 56 point eight million
18:01 Dollars that government has not been approved yet. It is part of the reason why the minority boycott at the event
18:07 They say that if finances have not been approved and so they were surprised that government was going ahead to launch that project
18:13 And so that is the outstanding issue to the six point eight million
18:17 Government is seeking a lot of Parliament as a contribution to this CP argument
18:22 They are they any intentions of hauling the minister before the house to answer questions about you know financing for the new scheme
18:30 My understanding is that agent questions are being found
18:34 The only challenge is that Parliament is set to go and break today as a minute agent questions are found within this period
18:40 It's very unlikely that a minister was brought in to answer those questions
18:44 It may take up to October this year when the house is used for his break
18:47 But we know that over the weekend last weekend
18:50 There was this meeting between the Western Housing Committee and the Western Housing Ministry at the four year
18:56 What did we discuss this project minority raise objections?
18:59 Which led to the delay in approving this financing and so some conversations have been handled a minute already
19:04 But I understand agent questions are being filed
19:07 It will not be admitted now because clearly the house is going on break
19:11 But in October what house resumes this will be some of the key issues that Parliament to be discussing when you're back from the agree
19:17 But we still stay with me because we understand the minority in Parliament say Bank of Ghana
19:22 Acted illegally when it purported to write off some debt owed it by the government now the central bank has rating of more than
19:29 30 billion cities debt of the government speaking to journalists in Parliament acting ranking member on the Finance Committee Isaac
19:36 I don't go explained that such a write-off can only be completed with a resolution of Parliament which he argues
19:43 Has not been complied with
19:45 What does the minority intend to do about this alleged breach

20:29 And other such committees within Parliament the big challenge again goes back to that works and housing story that we have discussed
20:35 So the Parliament is going on break today
20:37 And so there's very little Parliament can do unless the MPs move the house to come back for an emergency
20:43 It's in or that a committee on finance will be sitting among others
20:46 So these are all concerns that is affecting the minority and how they are able to move forward
20:51 But intention has been signaled clearly both from the minority that himself and the acting ranking among the Finance Committee
20:57 But they are going to use processes would be an outside Parliament
21:01 To ensure that the Bank of Ghana does not do this because they believe is illegal and is contrary to the public
21:08 Legislation if I understand it clearly means now the house is expected to rise in a dime today
21:18 It clearly says that they wouldn't be able to finish key business. They have applied, right?
21:23 Yep, definitely. In fact, one of the big issues Parliament was hoping it could deal with before it goes on break
21:28 Is that anti-gay bill sponsored by some George and other MPP and NZ MPs in Parliament?
21:35 That bill is currently at the Constitution stage
21:38 The expectation was that the house would do a chunk of the Constitution
21:41 What it would take the bill cross by cross on the floor do amendments to it before they can pass it
21:46 They have not been able to do so and the expected to go on break today to return in October
21:52 So that signaled intention that at least the house would complete a consideration stage and possibly pass the bill
21:58 What not be done and so that is one of the key businesses that a house would have to deal with other issues having to do
22:04 With loans and other things have all come on the floor
22:07 But the minority have been able to throw spooks in the wheels of government
22:10 Asking government to put those arrangement back to the Finance Committee for discussion
22:15 But as we speak they are very major business that is very likely the house will not be able to complete them before it goes on break

23:58 Who is that somebody? That somebody is the establishment candidate. That's number two.
24:04 That somebody is the vice president. I mean we are all aware that he is the establishment candidate
24:11 Well, the establishment is behind him and the president says he is not behind him
24:16 So it's a signal that I think that the party must pick up
24:20 The president says that he's not behind anybody then the party delegates must stand up
24:27 The party delegates must resist any attempt. How do you want them to do this? How do you want the party?
