00:13 The creation of jobs, the creation of new businesses, and the continuous innovation.
00:22 This is the goal of the Department of Science and Technology and the Philippine Economic Zone Authority.
00:28 According to the Joint Memorandum Circular Signing,
00:31 the two agencies of Knowledge, Innovation, Science and Technology or KISPARC
00:36 will form a special economic zone within state universities and colleges.
00:40 This is where the promotion of research and development and innovation in the country will focus.
00:45 This is due to the new technologies such as artificial intelligence and commercialization of these.
00:52 Studies will show that those economies that venture into R&D and innovation are the ones that are doing well when it comes to technologies.
01:02 We want localization of more patents and prototypes so that we can utilize our own growth talents.
01:10 So this will engender scientific studies, patents, so that these products will not be commercialized in the Philippines.
01:19 For the DOST, Secretary Renato Soledo, Jr. said that the President's message was clear
01:25 regarding the support for the creation of more jobs.
01:29 Science and technology driven innovation will bring more jobs but with higher quality.
01:36 We also want to strengthen and multiply our technology driven enterprises that can be developed.
01:45 And the best thing is to encourage those who want to spin off or build a new business or company, to relocate.
01:55 The incentives that PESA will give will help.
01:59 When it comes to SUCs, they need to have capacity, like having laboratories.
02:06 According to PESA, the program for private colleges and universities will also open.
02:11 By engaging our academic specialty, we can be a potential for innovation hub not just in the Philippines but in the region.
02:22 So that we can engage in more high-tech products.
02:25 So with high-tech products, we can be assured also quality jobs.
02:30 And it comes with that issue of high margin, high profit products.
02:34 So the more you engage in higher value added products, the more you bring in also revenues for the government.
02:39 More than 40 universities and colleges have shown interest in joining the program.
02:46 The D.O.S. also gave the SUCs a start from the scratch.
02:50 Because the first intervention was made by the agency,
02:53 like the foundation of various research centers and laboratories for these.
