00:39 The vehicles were also submerged in the water.
00:43 One of the major impacts of the rain in the past few days is the North Luzon Expressway.
00:50 A part of it was flooded, particularly the Tulaok Bridge in San Simon, Pampanga.
00:56 This is the result. The traffic is very heavy.
01:00 The trip was very fast before. Now, it has reached two to three hours.
01:05 Why is the flooding in these places so bad?
01:10 And what is the government's plan to solve this problem?
01:24 In this drone footage, this place in Calumpit, Bulacan is almost as deep as the sea.
01:29 What is in the video is a residential area that was affected by a wide flood.
01:39 Just this Wednesday, a reporter's notebook reported that Barangay Gugo,
01:45 one of the most submerged barangays in Calumpit,
01:48 is now being used as the main road of the barangay.
01:53 In this video, the road is still visible before the flood.
01:57 But now, this sea is already flooded.
02:02 The water level in this part of the barangay is also too high.
02:07 We are with Donato, a barangay expert in the boat.
02:11 [Man speaking in Tagalog]
02:20 The cars and tricycles that were submerged in the flood are also noticeable.
02:24 They did not expect the water to rise suddenly,
02:28 so they were not able to evacuate the cars.
02:31 The church and school were also not affected by the flood.
02:36 Some houses are almost completely covered in mud.
02:40 [Man speaking in Tagalog]
02:44 [Man speaking in Tagalog]
02:46 But the residents who have a second floor house,
03:00 were still not able to leave.

03:39 [Cecilia de la Cruz]
03:41 The second floor of their house was really designed for events like this.
03:58 Sometimes, they were also submerged in the flood in 2009.
04:03 [Cecilia de la Cruz]
04:05 Because of the days of being submerged in the flood,
04:23 some of their housemates were injured in the leg.
04:28 [Cecilia de la Cruz]
04:30 Some of the residents of Gugo went to the evacuation center.
04:42 The problem of our visit was that the first floor of the evacuation center was also submerged.
04:48 [Cecilia de la Cruz]
04:56 One of the people who evacuated here was Mirna Cruz.
04:59 I've been here for four days.
05:00 It's not okay because there are a lot of things that were used in our house.
05:04 From the second floor of the barangay, you can still see the roof of the store and Mirna's house.
05:10 It's already ruined.
05:11 When the water is filled, we don't have any roof because it's already submerged.
05:14 Earlier, we removed the sardines from the bay.
05:16 And the galunggong that was used as a roof.
05:19 We left that until the flood.
05:23 The affected residents of the flood have nothing to eat and drink water for the next few days.
05:29 I feel sorry for them but our budget in the barangay cannot meet the needs of my barangay.
05:37 That's why we are asking for help from the local government and the provincial government.
05:43 Hello, we are now here in Barangay Palapat to show you how deep it is.
05:53 In the cellphone video that was taken by the resident, Hendrix Gomez in Hagonoy, Bulacan,
05:58 you can see the deep, deep flood that has entered their house.
06:03 There.
06:05 The residents are already submerged.
06:10 We are now going through the flood.
06:18 Our house is high up to the waist.
06:22 Now, it's reached.
06:23 You can see that our house is already submerged.
06:28 Hendrix's story.
06:34 Their place is usually flooded but now, the water has risen to the tip of the nose.
06:39 Because we are the lowest area in Bulacan.
06:44 We are the ones who throw away the water.
06:48 When we are high tide, the water rises.
06:50 He is in charge of making the flood last longer because of the continuous rain.
06:56 It's been long because it's been a week and it's still not raining.
07:00 One of the major impacts of the rain for a few days is the North Luzon Expressway.
07:08 A part of it flooded, particularly the Tulaok Bridge in San Simon, Pampanga.
07:15 This is the result.
07:16 The traffic was very heavy.
07:18 The trip was very fast before.
07:20 Now, it's been 2 to 3 hours.
07:24 But aside from the rain, there is another reason why the flood of this part of Bulacan continues.
07:34 According to the University of the Philippines National Institute of Geological Sciences or UPNIGS,
07:39 a natural process or phenomenon is the land subsidence in the Hagonay, Bulacan.
07:48 According to UPNIGS, compared to the natural millimeter of land subsidence per year in Metro Manila and nearby provinces,
08:00 the land subsidence is 2 to 3 centimeters per year.
08:06 Bulacan is one of the provinces in the areas that has seen a rapid land subsidence.
08:11 This is added to the rise of the sea level rise that is happening all over the world.
08:18 There are still waters and it's still big. The water is still stagnant.
08:23 Hopefully, by these coming days, there will be no more rain.
08:27 Hopefully, there will be no more rain so that the water will go down so that the other evacuation centers can return.
08:33 This Monday, the province of Bulacan was put under state of calamity due to the widespread flood and landslides.
08:44 According to Senate Majority Floor Leader Senator Joel Villanueva,
08:50 the Department of Public Works and Highways or DPWH has a fund of P183 billion
08:57 to address the major problem of flooding in the country.
09:02 There's P183 billion flood control program this year alone and yet nothing is happening.
09:09 So, let's admit it. Let's admit it.
09:11 The national government is doing its best in addressing our flood control program.
09:18 Every year, 20 typhoons hit the country.
09:21 And at the same time, flooding in many places.
09:26 There's a fund for flood control projects.
09:31 The worst part is that many places in Luzon are still submerged in flood.
09:37 And while it's being solved, the affected people need urgent help.
09:47 Until the next Saturday, I am Mackie Pulido.
09:50 I am Jim Veneracion and this is Reporters Notebook.
