00:00 The Senate discussed the potential of the natural gas shortage in Malampaya
00:05 which is used in electricity production.
00:07 One of the proposed solutions is to import liquefied natural gas
00:13 but some groups are still hesitating.
00:15 Sandra Aguinaldo was on the spot.
00:17 30% of the energy needed by the country comes from the natural gas of Malampaya gas field in the Palawan Sea.
00:27 But the issue of the shortage is getting worse.
00:30 This was raised earlier in the Senate Committee on Energy.
00:34 When is it going to end? If there's an end?
00:37 We can't really pinpoint an exact year or date when the Malampaya supply will just sort of cut off
00:44 because it depends on how we operate, how we plan our production.
00:50 It can go down or go up depending on what the public needs.
00:55 A new well or balloon is being sought to extract natural gas.
01:01 It takes a long time to explore and develop for indigenous gas resources.
01:06 Typically, in the industry, it would be taking between 5 to 10 years.
01:11 While there's no new source of extraction,
01:14 the import of liquefied natural gas is being pursued
01:18 which will be used in electricity production.
01:20 There are several amendments to the Senate Committee on Energy to have a national energy policy and framework
01:27 to increase LNG that can be exchanged if the Malampaya gas supply runs out.
01:32 However, if the price goes up, like during the winter and war in other countries,
01:39 the price of electricity can also go up.
01:41 There's a possibility that the price will go up if we import because it's already an international market.
01:49 If we find a new well, well and good, we'll get it.
01:54 If not, we have no choice but to import.
01:57 Some groups have asked the Senate to take care of their own business.
02:01 The consumer is at a loss because they pay for expensive electricity.
02:05 It's even damaging the environment.
02:06 When gas is burned, methane comes out.
02:11 We also propose the provisions to be included to ensure that all gas projects
02:16 comply with the latest credible environmental and climate science concerning their technologies, practices and emissions.
02:24 Because you don't buy solar or wind fuel, it doesn't mean that it's cheaper.
02:30 We have to have the good mix.
02:32 We cannot rely on just one technology.
