The century-old Cauvery water dispute between Karnataka and Tamil Nadu has once again come to the fore. As Karnataka is facing severe drought-like conditions, it released only 26.7 thousand million cubic feet of water against the demand of 86.36 thousand million cubic feet till 22 August. This irked Tamil Nadu, which has now approached the Supreme Court. The supreme court agreed to constitute a bench to hear the Cauvery River sharing dispute between Karnataka and Tamil Nadu.

The water allocation after the Supreme Court’s verdict in 2018 was that Karnataka was allocated 284.75 thousand million cubic feet, which was 14.75 thousand million cubic feet more than the 2007 verdict; Tamil Nadu was allocated 404.25 thousand million cubic feet, 14.75 thousand million cubic feet less than the 2007 verdict. And, Kerala was allocated 30 thousand million cubic feet, Puducherry was allocated 7 thousand million cubic feet, 10 Tmcft for environmental purposes and 4 thousand million cubic feet to the sea.

01:27 Cauvery is one of the most important water resource in south of India. Cauvery originates
01:35 from Karnataka, flows down to Tamil Nadu and Pondicherry. Tamil Nadu and Karnataka was
01:45 always under dispute on Cauvery waters. Tamil Nadu said look our agriculture, our economy
01:53 depends on Cauvery water. So did Karnataka. So Karnataka and Tamil Nadu wanted more of
01:59 Cauvery water. Now this dispute was not something that happened 10 years back or 15 years back
02:05 or 30 years back. In fact it is said to have started off somewhere in 1850s. In 1892 there
02:16 was a Cauvery basin water agreement that was signed which was reinforced in 1924. Under
02:24 this agreement between Karnataka and Tamil Nadu, the arrangement was that Tamil Nadu
02:31 and Pondicherry would get 75% of Cauvery water. Karnataka would get 23% of Cauvery water and
02:39 the balance 2% would go to Kerala. This was the agreement that was sealed.
02:48 As years progressed, Karnataka started backing off from this agreement. In fact between 1960
02:59 and 1980, Karnataka built over 4 dams in Cauvery. One being Hemavathi, second being Harangini,
03:06 third being Kambini and fourth being the Suvartha Navati. Four dams were built during 1960s
03:17 and 1980s. Karnataka said listen you know what this agreement was signed in 1924. It
03:24 is 50 years, it was a 50 years agreement and in 1974 everything is over. We don't need
03:30 to add to it. It is a different issue that they started building dams in 1960s but they
03:35 said look this agreement is only valid till 1974. After 1974 we are not obliged to this
03:40 agreement. Tamil Nadu went to Supreme Court. Now the Supreme Court in 1986 asked the Supreme
03:52 Court to put up a Cauvery Tribunal. A tribunal that will help to resolve this dispute between
04:04 Karnataka and Tamil Nadu. This was in 1986. Nothing happened with this tribunal. They
04:12 couldn't resolve anything. The matter continued. The Cauvery dispute saga continued.
04:21 On 2nd June 1990 another tribunal called the Cauvery Water Disputes Tribunal CWDT headed
04:30 by Justice Chittoshi Mukherjee was set up. On 2nd June a new tribunal was set up CWDT.
04:40 Now this tribunal deliberated on this issue for almost 17 years. 17 years these people
04:46 deliberated on the issue heard Karnataka, heard Tamil Nadu, heard Karnataka, heard Tamil
04:51 Nadu, heard everybody. After 17 years on 5th February they came up with a new agreement.
05:01 This tribunal came up with a new agreement. The agreement said that Tamil Nadu would get
05:06 57% of water, Karnataka would get 37% of water so they increased the water to Karnataka,
05:13 Kerala would get 5% of the water and Pondicherry would get 1% of Cauvery water.
05:22 So this was now in 2007. Mind you just to get to your notice that the dispute, the first
05:29 agreement was in 1892. So from 1892 finally in 2007 there was another agreement formulated.
05:40 Result nothing. In 2013 the centre conveyed a board. The centre made a Cauvery Water Management
05:50 Board which was made to ensure that the 2007 judgement was enforced. Karnataka refused
06:02 to even follow the board orders. On February 16, 2018 that is last month the Supreme Court
06:10 said that they will announce a verdict. It was supposed to be announced today that is
06:14 9th April 2018. Even today the verdict has been pushed to May 3rd 2018. So the Supreme
06:25 Court has been pushing verdict. Verdicts after verdicts came in. Verdicts after verdicts
06:29 were pronounced. Karnataka refused to follow these verdicts. Karnataka refused to follow
06:34 orders. Tamil Nadu continuously is going to courts, continuously going to centre, continuously
06:38 trying to figure out what the best they can do but there seems to be no resolution in
06:43 the matter.
06:45 Now let us talk about the basic fundamental fact about Cauvery dispute. Cauvery was seen
06:52 as a political issue and not as an issue that concerned the people, especially the farmers
06:59 of Tamil Nadu. Because if this matter is not resolved, coming June the farmers of Tamil
07:06 Nadu are going to suffer. But not a single political party right from the independence
07:11 has seen this as an effort, as a problem that needs to be resolved because of the farmers
07:18 or because of the people of Tamil Nadu and Karnataka. They saw it as an opportunity to
07:23 build political mileage. Centres didn't want to interfere beyond a point because if you
07:29 favour Tamil Nadu, Karnataka will go out of your hand and if you favour Karnataka, Tamil
07:33 Nadu will go out of your hand. So centre played it safe. The local politicians had paid no
07:40 heed. Everybody gave lip service, everybody used it as an election ploy but nobody really
07:47 went out to solve this issue.
07:51 The problem of Karnataka, of Tamil Nadu and of Cauvery issue is that it was never seen
07:58 as a people's issue, it was seen as a political issue. And therefore, as usual, the people
08:08 suffered.
