00:38 that we need to now be very conscientious and put together
00:43 a program wherein we can support in whatever way
00:48 that the government can on research and development.
00:53 And as I think all of us know, that some of the problems
00:59 are in the development side.
01:03 We kept talking about what are the methods that we can do so
01:10 that the R&D or the new knowledge,
01:14 the new technologies can be brought to market, as it were,
01:18 as quickly as possible.
01:20 It is the problem that we have faced in all parts,
01:23 especially with the new technologies of scaling.
01:26 And that, I think, is an important problem,
01:29 an important issue, simply because, again, it
01:34 does not matter if we have this very, very clever, very, very
01:43 advanced and progressive technologies.
01:47 But if they are not made available to the people,
01:52 then that effort has gone to waste.
01:58 And we do not want to do that.
02:00 The other side of that problem, and as we had identified,
02:04 is that we are confident we can do it so long as it
02:08 is well-supported.
02:09 Now, not only by the government.
02:11 We spoke also about, again, in consonance
02:16 with our approach, our policy, our concept,
02:23 and all of government approach and the whole of society
02:26 approach, that we include the private sector.
02:29 Because as we all know, some of these research programs
02:34 can become quite expensive.
02:36 And they can go on for a long time.
