03:30 First of all, I think we should focus and try to appreciate what is going on on our western borders.
03:40 This surge in attacks of terrorist outfits either be religious inspired attacks or even ethnic inspired attacks
03:53 like the form of BLA and BLF and the rest of their associates.
03:58 One thing which is very important which has changed the entire landscape, the security landscape of this region is
04:06 the leftover gadgets by US and its allies, Afghanistan which has implications not just for Pakistan but for the whole region.
04:18 Very reliable and authentic journalistic literature has been already produced on it.
04:27 It is not just what Pakistan is saying.
04:29 The literature has been published even in magazines like Front Policy and few others.
04:35 But we do believe this is a challenge which probably was not well thought of.
04:42 This is a challenge which needs to be responded.
04:47 This is a challenge where we along with our international partners against terrorism need to coordinate, cooperate and work together.
04:59 I believe that in initial briefings to me from the security side, my understanding is that we are already working on that
05:09 with our partners be it United States and others, European Union, UK and the rest of the powers.
05:17 This is a problem which has been recognized by anyone and everyone.
05:24 And these surges are primarily happening because the fighting capacity of these outfits has been enhanced.
05:35 They are emerging as a new challenge.
05:40 Pakistan is in the forefront to take this brunt.
05:46 We have been arguing this for years and years and years when we were accused by our own partners
05:55 that we are probably having a sort of a double role or we are not the willing partnership in the so-called war on terror.
06:06 But we could foresee that a time will come that all these powers will leave this region
06:13 and it would be us who would be facing the mess.
06:17 And this is what is exactly happening to us.
06:20 It has happened to us in 1989.
06:23 It has happened to us again in 2021.
06:27 Do we surrender?
06:31 Do we just leave it as a fate to comply?
06:34 No.
06:35 We are planning, we are executing on our own resources.
06:42 We would reform.
06:45 When I say we would reform our tax system, it is for the reason we cannot rely on financial assistance to take on our security challenges.
06:55 We have to raise our own money.
06:57 And we are doing that and then spend that money on an area where we can keep our population secure,
07:09 which is one of the prime responsibilities constitutionally of any government.
07:15 So would we deny the partnership, help and assistance if it is available at a global scale?
07:26 No, we will not deny that assistance or help.
07:30 But it should be in the right context.
07:33 It should be with the right intentions.
07:36 And we should be viewed as a responsible government which is one against terrorism,
07:45 which is against radicalization, and which envisions a moderate and inclusive Pakistan.
07:54 And whatever we do here, we do it out of conviction, not out of compulsion.
