00:00 NIFTC stands for National Inland Fisheries Technology Center.
00:08 Our role or our duties in our center is to spread the technology of freshwater fishes,
00:19 particularly what we call CARP.

00:47 Sir, another fish that I heard is knife fish.
00:52 What are your programs for knife fish?
00:56 Actually, knife fish is a pest.
01:00 It is one of the invasive fish that should be extinct.
01:04 But it accidentally entered Laguna Lake because of the so-called "bagyong undoy".
01:12 Actually, that fish is a freshwater fish, an ornamental fish that is taken care of in aquariums.
01:21 And then, when the bagyong undoy happened,
01:23 there were a lot of ornamental fish breeders based here in Laguna Lake.
01:29 So their fishponds were flooded,
01:31 the knife fish went to the lagoon and there it increased.
01:37 Now, our programs, because we saw in 2012-2013,
01:43 we saw that knife fish suddenly increased in the lagoon.
01:48 So our center made studies,
01:55 we made assessments, surveys,
02:01 and we saw that in 2012-2013, almost all the fish caught there were knife fish.
02:09 So it means that the indigenous or native species are disappearing.
02:15 So what we did is we formed an interagency technical working group
02:23 composed of different agencies to help us.
02:27 We couldn't do it by ourselves,
02:32 because such tasks require a multi-sectoral approach.
02:37 So what we did was we involved DOST, DILG, DTI, DSWD,
02:46 then DNR, DABFAR, then LLDA,
02:52 TESDA, and then PharmC.
02:55 We helped each other to at least reduce the increase of knife fish in the lagoon.
03:01 Now, our first intervention was to get or have a massive retrieval of knife fish in the lagoon.
03:11 That is through giving funds to local government units in the lagoon.
03:17 So we gave funds to DSWD, DABFAR, and local government units for a cash-forward program.
03:26 So they will catch the knife fish and we will pay for the catch
03:31 so that the knife fish in the lagoon will be reduced.
03:35 And now, sir, we are here, you can see behind us, the fish yalan.
03:40 What is fish yalan?
03:42 Fish yalan is, as they say, "pasyalan."
03:47 This is supported by what we call Republic Act 10861, the Farm Tourism Act.
03:57 This is the development and promotion of farm tourism here in the Philippines.
04:03 We invite tourists or visitors, foreign and national, local, to visit our farms.
04:17 At least they will get knowledge, knowledge on how to culture,
04:24 or the technologies that we have here in the fisheries.
04:28 So that they will have knowledge while walking or having leisure,
04:33 or enjoying the scenery, they will still learn different knowledge about fisheries.
04:41 So how does this operate?
04:44 For example, I will walk with a group, is there an expert that I am with all throughout the tour?
04:51 Yes, we have assigned groups here in our center.
04:58 I divide my staff, Monday, Tuesday, Wednesday, Thursday, Friday, until Saturday,
05:04 there are assigned people when we have visitors coming.
05:08 Actually, on Wednesday, Thursday, Friday, we have a tour here in the area.
05:16 And then by Saturday, we have what we call fishing, boating,
05:23 our cottages are full on Saturday.
05:27 Is there a fee for this or is it free to come here?
05:30 It's free, our entrance here, you will just pay for the cottages that we have here.
05:39 Cottages, including riding boats, it's free.
05:46 If you are a fisherman and you catch something, and you cook it, is it free?
05:52 The catch of the fish is paid per kilo, 50 pesos per kilo.
06:03 And then there are assigned cooks there, you can cook when you catch it.
06:08 You can grill it.
06:10 But we have a limit, not how many you can catch,
06:16 the fishing is only within the limit of 2 kilos per person.
06:23 If you already caught 2 kilos, that's enough.
06:27 Just to experience what we call fishing,
06:32 because some of us don't know these things.
06:36 Your excitement, young and old, it's so nice to feel when you catch a fish.
06:41 The wait for someone to bite your bait, then the coming weight moves, right?
06:48 Your joy when you catch a fish.
06:52 That's how we feel about them, the joy of fishing.
06:57 It's not like you catch all of our fish.
07:02 We just feel it from the people, from our visitors, the excitement of fishing.
07:07 Yes, because I notice that many young people now,
07:11 they just see the fish, it's already there in the market, in the grocery,
07:15 they don't know where it came from, what kind of fish is this,
07:18 but your program is good, we engage the new generation here
07:24 in how we get the food that we put in their food.
07:29 Actually, our visitors here, if you don't ask,
07:32 are the level of youth and seniors.
07:36 The seniors who are in the midst.
07:38 Yes, those.
07:40 So is this open for field trips?
07:44 Yes, it's open.
