00:38 A few moments later, there was a commotion on the other side of the road when a man was walking wearing a red T-shirt.
00:47 Later, a group of men chased a man and he was shot.
00:54 On the other side of the CCTV, you can see a man who is floating in the middle of the road.
01:07 [Protesters shouting]
01:17 What is the purpose of these riots by the youth groups?
01:22 And what is the authority's duty to stop these kinds of riots and violence?
01:36 In this cellphone video that was taken on the early day of September 5 in Barangay 12, Caloocan City,
01:42 you can see a young man who is floating on the road.
01:47 He is holding a burning flame.
01:51 Later, you can see his group of men who are chasing and running
01:57 until it became a full-blown riot.
02:04 [Explosion]
02:06 To know the story behind the video, Reporters Notebook went to the community where the riot happened.
02:13 According to the resident here, Tita Tan, this is not the first time that the youths in their area have rioted.
02:21 The riots here are almost every night.
02:27 This is the hotspot. People come from there, from the end, until there.
02:33 Then they meet here.
02:35 Of course, we can't sleep.
02:39 We really call the barangay and the police.
02:43 When the police arrive, they will be gone.
02:47 Aside from the sticks, molotovs, and bottles, she also saw a bracelet with a bat on it.
02:55 Only children have it.
02:57 Maybe they were afraid because we saw it.
03:01 I said, "Children, children, hold this."
03:04 Early on September 5, the two groups of youths rioted here in Sabalo Street, Barangay 12, Caloocan City.
03:13 One group of youths came from this direction, the other from the opposite direction.
03:19 These two groups of youths were in a fight.
03:23 The residents we talked to said that this often happens.
03:28 To better explain how the riots started, our team reviewed the barangay's CCTV.
03:36 At the first opportunity, the barangay saw where the youths came from.
03:42 In this CCTV footage, you can see some youths entering a corner.
03:51 After a few minutes, they came out again but their numbers increased.
03:56 One of them was carrying a bottle and quickly ran to the middle of the street.
04:03 His companions were roaming around in another group of youths who were carrying bottles.
04:11 After more than 10 minutes of patrolling, chasing, and robbing,
04:18 the group left the youths who were fleeing the street.
04:23 How many times a month?
04:28 It's the third time.
04:30 So, when they leave, the people will hide.
04:35 They will hide in their cars.
04:39 In the middle of Barangay 12, most of the youths who were involved in the riots were from the faraway places.
04:46 Who are they?
04:48 They are from different barangays.
04:51 They are social workers who are in the barangay.
04:54 One of the youths who were always involved in the riots was Reynald, who was 17 years old.
04:59 He doesn't have a real name.
05:01 I'm just a part of the fights.
05:04 I'm just a part of the fights.
05:06 I'm a part of the JCPO.
05:08 What do they talk about?
05:10 Where they will meet, where they will fight, in what places.
05:14 Sometimes, he was rescued and brought to a shelter for the case of "frustrated murder."
05:19 But he was released last year.
05:22 Since then, he thought that he needs to start a new life.
05:26 I was just a star back then.
05:28 I really had a dream.
05:29 I was always on the CCTV.
05:31 When I was in SWD, I was jailed there.
05:35 I stopped there.
05:36 I wanted to study and I had a dream.
05:39 I wanted to be a seaman so I could help my family.
05:43 According to Reynald's mother, Julian,
05:46 he didn't lack in disciplining his son.
05:49 But he admitted that it was hard for him to find a job and take care of his four children,
05:55 especially since he was a single mom.
05:57 Sometimes, I was always out of work.
06:00 I would go home and stay in the barangay, not in the barangay but in the police station.
06:06 There was a time when he was in the streets.
06:10 How was that?
06:12 Even if I wasn't okay, I needed to be strong.
06:16 Because I was the only one who supported them.
06:19 Of course, I needed to provide.
06:23 Instead of just thinking about my job, I needed to think about them.
06:30 I shouldn't do it anymore because they're already grown up.
06:33 In the middle of my interview with Julian,
06:39 a woman was angry and she was being shot.
06:44 You think we won't see each other? We will see each other.
06:48 You're still denying what you did?
06:51 You're just going to see each other because the case will be messed up.
06:55 Wait. Wait until they teach you.
06:58 Do you know what you look like? You have a person's permission.
07:02 What is the permission that he's talking about?
07:08 We learned that Leslie's husband died in a riot in March this year.
07:14 He was shot and was in a wheelchair.
07:18 This is my husband. He ran back because he saw that someone was praying.
07:27 He was able to reach six people.
07:30 They all have their own bags.
07:32 One of them had crates of dry food.
07:37 The other had a handkerchief.
07:39 One of them had two bags and the other had a stone.
07:42 After they beat my husband, he was beaten twice.
07:48 The second time, he was beaten and he was standing.
07:59 He was beaten and he was shot. They ran away when they saw the fire.
08:04 The gunman that he confronted on the street,
08:12 can see that Leslie's husband's body was beaten even though it was already buried in the cement.
08:18 Leslie and her fiancé Ron Ron have four children.
08:25 Leslie is now taking care of their children.
08:29 How is your family now, since your husband died?
08:32 When my husband died, it was very hard because I was the only one taking care of the children.
08:37 It would be better if he was the only one, if he was the only one, not the other four.
08:43 My husband was very kind.
08:45 I helped him in everything.
08:48 I didn't expect him to die like that because of the children's story,
08:55 the lives that were lost because of the people who had no story.
09:00 They destroyed the lives of those who were happy.
09:04 They destroyed my family.
09:06 Leslie was prosecuted for the case of seven gunmen who were caught in the CCTV footage.
09:14 Four of them were brought to a shelter for the Children in Conflict with the Law or CICL
09:20 because they were over 15 years old when they confronted the four gunmen in the murder case.
09:26 If the City Social Welfare and Development Office can prove that the accused has discernment
09:31 or knows that the minor is the one who did the crime,
09:35 the case will be transferred to the court.
09:41 Early that day, on September 8, in Camarín, Caloocan, two groups of children were rambled.
09:46 But by chance, three children were rescued and one was arrested and helped because of legal age.
09:54 In this cellphone video that was taken on the early day of September 8 in Barangay 178, Camarín, North Caloocan,
10:02 two groups of children were seen throwing bottles and flying molotov cocktails.
10:09 [Explosion]
10:10 [Shouting]
10:11 [Shouting]
10:12 Two buildings were bombed and when the barangay patrol arrived, some members ran here.
10:19 But four were rescued and the children were arrested.
10:23 According to Camarín, Caloocan Police Substation 4, a group was caught with a gun and a pen gun.
10:33 The group faces an alarm and scandal complaint and there is an additional complaint of illegal possession of deadly weapon
10:40 by the two minors after they were caught with a gun and an improvised gun.
10:45 The 18-year-old man who was arrested on September 8 was arrested by the barangay before the riot happened.
10:52 But he admitted that he was with the minors who were arrested and were involved in this.
10:57 Why were you arrested?
10:59 I did not do anything.
11:00 I was with the children.
11:01 What did you do?
11:02 I was caught with a gun.
11:06 We were caught without a gun.
11:11 For the chief of Caloocan City Police, while investigating and giving a lecture,
11:17 it is more important to understand the children who are involved in the riots in their area.
11:23 There are many of them who were abandoned by their parents so they cannot be guided.
11:29 We know that the people involved in these incidents are out-of-school youth.
11:35 Because we can see the profile of the parents who are also having a hard time in life,
11:40 that is what causes it.
11:42 The orientation and upbringing of the children is different.
11:45 We should also understand what these children are facing so that we can address it and help them.
11:55 This is why we need to give them some guidance.
12:00 According to the City Social Welfare and Development Office of Caloocan,
12:04 they are continuously intervening on the children who are being arrested and are involved in various cases.
12:10 I will give a directive to my people to go down to the barangay and find out who are the children involved
12:19 so that they can call their parents and ask them to check what they should do so that they won't repeat the same mistake.
12:29 We will approach them with restorative justice.
12:32 The problem is more than the youth being a burden.
12:38 As long as the deeper roots cannot be solved, like poverty and lack of education,
12:45 the rescue of these youths on the streets will be a challenge.
12:49 I am Mackie Pulido and this is the Reporter's Notebook.
