00:00 We are having a management session with the agencies and the ministries
00:11 who are strategic partners in completing the data in the main database, which is PADU.
00:23 We have a clear schedule and timeline, which is the first PADU test in November, God willing.
00:34 PADU is scheduled to start in January 2024 and will be open to the public.
00:45 So far, everything is going as planned.
00:54 Although the challenge of combining data and information of 32 million Malaysians in a short period of time is very challenging.
01:07 But the government sees PADU as a necessary step, not only to ensure that the implementation of the subsidy will be fair to all households.
01:26 But also, as shared today by the agencies and ministries who are strategic partners in the implementation of PADU,
01:39 PADU is the nucleus of the government's plan to switch to Gaftec, which is to use advanced technology.
01:54 We are not just talking about digitalization, it's not just about digital interface.
02:02 But with the existence of PADU and the correct information, it enables the government to design programs and strategies
02:13 that are guided by data and analysis. Because of that, it will help us ensure that every time we consider a program,
02:24 we consider a policy, we consider a set of targets, we have actually tested quantitatively and qualitatively
02:38 to ensure that the program and the guidelines are really effective and really reach the target group.
02:47 So, God willing, if the opponents always ask, "Is it just a plan?"
02:59 I think the difference with the previous approach is that we did it first. PADU started in May, but we did it.
03:13 And when it's time to implement it, we started to talk more consistently about it. And for that, I want to fully appreciate
03:34 especially to DOSEM, MAMPU and all the government and public officials. Because the time given is very challenging.
03:49 Even in the private sector, to build a system involving 10,000 people takes a long time.
03:59 We are talking about a comprehensive system involving 32 million Malaysians, involving hundreds of millions of data points.
04:14 So, imagine if one person has 10 data points, we have 32 million people, we have to manage at least 320 million data points
04:29 and the time given is less than 6 months from the first use case. And we will not reach this level
04:40 if there is no full cooperation and coordination from the relevant departments, especially DOSEM and MAMPU.
04:50 Thank you.
