Transcript
00:00 We will discuss the various programs of the Department of Transportation.
00:05 We have with us today, DOTR Office of Transportation Cooperatives'
00:11 Chairperson, Jesus Ferdinand Ortega.
00:14 Sir Ortega, good afternoon and welcome to Bagong Pilipinas.
00:18 Welcome, sir.
00:19 Good afternoon and thank you for inviting me to your program.
00:24 Thank you very much, sir.
00:26 Our first question is, what is your update on the PUV Modernization Program?
00:32 What is the status of this and how is the acceptance of the transport cooperatives today?
00:39 Thank you for your question, ADG Malaya.
00:43 Our modernization program is ongoing.
00:46 It started last administration, but here in the administration of President Marcos,
00:52 our program is 100% going.
00:56 In fact, the cooperatives have reached more than 1,700 cooperatives
01:03 that applied to my office.
01:04 When this started, it was only almost 500.
01:08 And also, we will travel around the whole Philippines
01:11 because we will be touching base to all of the cooperatives.
01:15 And also, our other colleagues in transportation
01:19 that are not yet joining the cooperative, we will be approaching them.
01:23 We will be inviting them and they should join the government's program.
01:28 This is our country's program, the modernization.
01:31 That's good news.
01:33 So, for now, how many have registered as transport cooperatives
01:39 in our PUV Modernization Program?
01:42 Like as of now, around 1,700 plus.
01:46 Every day, many people come to our office, they ask, they register, they get accredited.
01:51 So, definitely, it has been a successful program
01:55 and it's ongoing in our program.
01:58 Okay.
01:58 So, can you explain how you will implement the social support program
02:05 and what is the purpose of this and who can benefit from this program?
02:10 And sir, this is also my follow-up question
02:12 because you said earlier that many transport cooperatives applied.
02:17 How many are not in the transport cooperatives
02:21 and how can they join our PUV Modernization Program?
02:25 First of all, the programs that are helping with the Department of Labor
02:30 and TESDA, the CHUPER Scholar with TESDA.
02:35 The other one is Entrepreneur with DoLE.
02:38 These are the programs that the government is helping
02:42 so that those who are affected or will be affected by this program
02:47 can have an alternative.
02:49 They don't just have to be drivers for their whole lives
02:54 but they can also go into two different kinds of programs.
02:59 One is we will help them, they will be scholars,
03:02 they will have new jobs
03:05 and the other is they will have the chance to become businessmen,
03:09 they will become businessmen if they opt not to be drivers of operators.
03:15 And then regarding to your question,
03:17 maybe we only have 30%
03:21 who are not yet joining either cooperatives or corporations
03:25 because those are the two entities that drivers and operators need to join
03:32 to join the modernization.
03:34 But rest assured, we have already planned
03:38 we will be going out to different parts of our country,
03:42 cities, regions, and we will talk to them one by one,
03:47 explain to them so that they will all be on board
03:50 in this program of our government.
03:52 Okay, regarding the programs you mentioned,
03:55 I will start with the CHUPER Scholar Program.
04:01 What are the details of this and who from the transport sector
04:05 can apply here?
04:07 What alternative jobs are waiting for them?
04:11 Here at CHUPER Scholar, this is with TESDA,
04:14 they will be given the opportunity to study,
04:18 to join different courses of TESDA throughout the Philippines
04:22 so that they have a menu.
04:23 They will order, do they want to be a baker?
04:26 Do they want to be a mechanic, a welder?
04:29 So they will be allowed to choose what scholarship they will choose
04:34 and this can be for 30 to 35 days of the program
04:39 and they will be given an allowance of P350.
04:42 This is with CHUPER Scholar.
04:44 But regarding your question, who is included?
04:47 Here at CHUPER Scholar, and later I will tell the entrepreneurs,
04:52 the drivers, operators,
04:56 the members of the cooperative,
04:58 and we also extend the beneficiaries of our co-op members,
05:03 they are included.
05:04 So to those listening to us, CHUPER,
05:08 join this program, it's really nice.
05:12 They can study freely,
05:14 to their liking, because sometimes,
05:16 other drivers are forced to do it.
05:18 What if they are good at baking?
05:21 Correct.
05:22 So sir, we have joined the Entrepreneur Program.
05:26 I hope my pronunciation is correct.
05:28 What is the purpose of this program
05:31 and what is the agency of the government,
05:33 your role in this program?
05:36 I also had a hard time pronouncing it.
05:38 I will just say, Dole Program.
05:40 This is where we will have an orientation in Dole
05:44 and you will be given ways to think,
05:47 what can I do in business if I don't want to be a driver or operator?
05:52 Then you will be given,
05:53 when you have chosen your business,
05:56 you will do a feasibility study,
05:58 Dole will approve it,
06:00 and you can give up to Php 30,000
06:03 to continue your business.
06:06 You can be in e-load,
06:08 it's popular now,
06:09 when you upload it to our phones.
06:11 You can be a baker
06:13 or you can be a vulcanizing shop.
06:16 What's important here is
06:18 if you are not included in the modernization,
06:20 for whatever reason,
06:22 your government is there,
06:24 you are supported,
06:26 and you will be given other jobs and income
06:30 to continue your livelihood.
06:32 For those who are interested in the programs we talked about,
06:37 where can they call or contact
06:40 our countrymen who are interested in these programs?
06:44 First of all, to start with,
06:46 go to the Facebook of the Office of Transportation Cooperatives
06:51 or the Department of Transportation,
06:53 including the LTFRB.
06:55 That's a good start for you to know the program.
06:59 But as I said earlier,
07:00 we at OTC will travel around the Philippines.
07:04 We will look for you
07:06 to help you,
07:08 not only the OTC,
07:10 the DOTR,
07:11 but also our government.
07:12 There, our fellow countrymen,
07:14 you will find the Office of Transportation Cooperatives of the DOTR.
07:21 So, sir, please send a message
07:22 or a reminder to all our youth
07:25 or our countrymen in the transport sector
07:27 who are still relying on the services
07:30 and guidance of the Department of Transportation.
07:32 Thank you.
07:33 First of all,
07:34 I'd like to assure our transport sector
07:37 that you have a friend in our department,
07:41 that is Secretary Bautista.
07:43 The program of PUVMP
07:45 has been improved and is being improved by our department
07:50 under the orders not only of the DOTR Secretary Bautista,
07:54 but also by our President.
07:56 And our cooperatives
07:58 are slowly feeling the changes and improvements of the program.
08:04 And rest assured,
08:06 we will not stop.
08:08 We will continue to provide services
08:10 with a better service in this program.
08:13 Thank you very much, sir.
08:15 We are looking forward to this program.
08:18 Good luck.
08:19 I hope many of our drivers will be encouraged
08:23 that you might have other jobs for yourselves.
08:26 That's right.
08:27 And we have with us and we have interviewed
08:30 the DOTR Office of Transportation Cooperatives
08:34 Chairperson, Jesus Ferdinand Ortega.
08:36 Sir, thank you very much.
08:37 Thank you very much, sir.
