00:11 in connection with the completion of the next edition of the Polish Council.
00:16 The Polish Council is a programme for local governments
00:20 that can get funding for a number of different tasks,
00:24 investments in sewage, roads, entrances, schools,
00:29 kindergartens, infrastructure, everything that is necessary for the local government.
00:33 We have another resolution
00:37 and I would like to remind you that historically,
00:40 the sub-region of Wałbrzych was already part of the Polish Council's programme
00:45 with over 1.8 billion zlotys.
00:49 This edition of the Polish Council will receive over 366 million zlotys.
00:54 There is no local government in the sub-region of Wałbrzych
00:57 that would not receive support from this programme.
01:00 We are very happy that local governments can count on such support.
01:05 For the South of Lower Silesia, this is very important support
01:08 and important resources that help develop our region.
01:13 On this occasion, as usual, I would like to thank the local governments for their cooperation,
01:17 because thanks to them we can change our region for the better.
01:22 366 million zlotys for the sub-region is a lot of money.
01:27 I said before that there was no such a parliamentary term,
01:31 there was no such a government term,
01:34 when such a lot of money was spent on investments.
01:37 These investments are practically free,
01:40 when it comes to the choice of these investments, the criteria for making decisions,
01:43 so kindergartens, roads, sewage, sports facilities,
01:48 and other infrastructure,
01:52 I think it's really a huge support for local governments.
01:55 One large construction site in the sub-region of Wałbrzych,
01:58 and in the south of the sub-region, in such towns as Polanica Zdrój,
02:04 in such towns as Powiat Kłodzki,
02:07 and other towns that are neighboring and are part of the sub-region.
02:12 How much money did Lower Silesia receive?
02:15 In Silesia, we received much more money.
02:18 We didn't count it exactly,
02:21 because the statistics I mentioned
02:24 concern the sub-region of the Wałbrzych sub-region,
02:27 which we are a representative of, which we represent in the parliament,
02:30 but it was also money that was not comparable to other terms,
02:34 not comparable in terms of the support scale
02:37 during the times of the opposition,
02:40 when the opposition ruled,
02:43 that we give the local governments a chance to develop
02:46 and improve the standard of living of the inhabitants.
02:49 Is there a spectacular investment in Ząbkowice?
02:52 Yes, in Ząbkowice, of course,
02:55 from the thermomodernization of the old town buildings
02:58 to the further revitalization of the city stadium.
03:02 This is an investment to which we have committed to support,
03:06 together with Minister Michał Dworczyk.
03:09 This is the next stage of this investment.
03:12 There is a lot of spectacular investment in Ząbkowice.
03:15 This edition of the Polish Council is another money
03:18 for the city stadium in Ząbkowice.
03:21 There is over PLN 366 million in the Wałbrzych sub-region.
03:24 In total, as part of the next steps of the Polish Council program,
03:27 there is over PLN 1.8 billion,
03:30 of which roads, sidewalks,
03:33 potholes, lighting, schools are being changed,
03:36 and renovated.
03:39 In short, investments are being made
03:42 to improve the standard of living of the inhabitants.
03:45 Is there a spectacular investment
03:48 that comes to the Minister's mind?
03:51 I think that an investment is spectacular for every municipality,
03:54 because a necessary project is being implemented in every municipality.
03:57 Usually, local government officials say
04:00 that they have been waiting for years for the possibility of rebuilding the street
04:03 or sewage of a given part of the town.
04:06 Therefore, I would not like to point out one specific investment.
04:09 Today, for example, we talked with the mayor of Korczak.
04:12 In Międzylesie, a sports hall will be built,
04:15 which has been waiting for the inhabitants for several decades.
04:18 Probably, in every municipality,
04:21 such investments, which have been waiting for many years,
04:24 could be pointed out.
04:27 Can you tell us about the criteria for such investments?
04:30 There were criteria that allowed
04:33 to submit three applications.
04:36 There were specified amounts
04:39 to which these applications could be submitted.
04:42 Then, the competition commission,
04:45 composed of employees of the BGK and KPRM,
04:48 assessed these applications and made a decision
04:51 about the recognition or non-recognition of the funds.
04:54 It is important for us that no municipality
04:57 in the south of Lower Silesia has been overlooked.
05:00 There is no municipality in the sub-region of Wałbrzych
05:03 that would not receive funding.
05:06 Of course, we would like to have more funds,
05:09 but it is not always possible to meet all the needs at once.
05:12 I would like to remind you that we are making many years of delays,
05:15 because until 2015, the south of Lower Silesia
05:18 was treated as a macoshem and funds were not allocated to our region.
