00:00 An immigration tribunal in Canada has ruled that a Sikh man who housed and fed Khalistani
00:09 militants in India over a decade should be allowed into the country because he did so
00:13 mostly out of necessity and fear of retribution.
00:19 Canada's Immigration and Refugee Board tribunal member Heidi Worsfold in a ruling declared
00:24 that the Canadian government lacked reasonable grounds to declare Indian citizen Kamaljeet
00:29 Ram inadmissible to enter Canada over his alleged involvement in providing a safe house
00:34 and logistical support to Khalistani militants.
00:37 The tribunal ruled that the Sikh man who had housed and fed armed Khalistani militants
00:41 in India over a decade did so primarily out of necessity and a genuine fear of repercussions.
00:48 The original decision to bar Ram from Canada by the federal government came after he told
00:52 Canada Border Services Agency officers during an interview that he sheltered and fed armed
00:57 Sikh militants at his farm in India on and off between 1982 and 1992.
01:03 Worsfold found the government went well too far in its assessment of Ram's support for
01:08 the armed militants at the time, namely omitting to note that he repeatedly said he accepted
01:13 to host the armed individuals because he feared the consequences of being on the wrong end
01:17 of the group.
01:18 The ruling comes amid a diplomatic standoff between India and Canada following Prime Minister
01:21 Justin Trudeau's allegations of potential involvement of Indian agents in the killing
01:25 of Khalistani extremist Hardeep Singh Nijjar on June 18 in British Columbia, a claim rejected
01:30 by India as absurd and motivated.
