00:16 She often visits the guidance counselor
00:19 just to cry and express her feelings.
00:23 Sometimes, she was diagnosed with a mental health illness.
00:27 I was diagnosed with bipolar disorder.
00:30 This is the most recent diagnosis because it started in 2021.
00:38 Based on my conversation with different psychiatrists,
00:44 it really started from experiences during childhood,
00:49 different traumas that I went through every day.
00:53 It depends on where she got her mental health illness.
00:57 She has a budget of almost P10,000 per month for consultation and medication.
01:02 I'm talking to psychiatrists, so it's medicines and talk therapy.
01:07 Another is really from the support of friends.
01:10 If you know that you've already been experiencing this for some time
01:14 and you know that it's not normal anymore, don't be afraid to ask for help.
01:19 But Maria is just a small child who is ready to talk about her feelings.
01:24 Until now, she's still hiding what she's talking about even though most people are experiencing it.
01:29 In fact, more than 3.5 million Filipinos are experiencing
01:33 mental, neurological, or substance abuse disorder according to the DOH.
01:38 It usually starts out with a call for help.
01:42 Like your friend asking you, "I have a problem," or "I'm sad."
01:46 What the psychological first aid needs is just his two ears, just being present, just listening.
01:53 The National Mental Health Act of 2018 was passed
01:57 that included thousands of personnel and gave access to services, medicines, and facilities.
02:03 But the stigma and discrimination against people with mental health problems is still there.
02:08 This is the main reason for people who refuse to seek help.
02:16 That's number one.
02:17 Number two is that people do not know that your health system here, in fact, can help you, including your mental health.
02:28 The framework that will be the basis of the policies and programs of the country
02:33 on mental health from 2024 to 2028, including the youth.
02:40 We need to remove our screen time and have more human interaction.
02:45 We want them to actively seek out health care and at the same time get attuned and used to
02:51 having all of these health services readily available.
02:54 The free PhilHealth Mental Health Package, which is up to Php 16,000 per year for an individual, can be accessed by everyone,
03:04 depending on the type of package.
03:06 There is a package that we will accredit partners and facilities, so it means that it will be closer to them.
03:13 The campaign to add Php 600 million to the DOH budget for mental health continues,
03:19 including the number of psychologists and psychiatrists in the country.
