00:12 Madame, Monsieur, good evening and welcome to Mediain TV.
00:16 Thank you for joining us for a new point on the news.
00:19 We start with the headlines.
00:21 [Music]
00:23 Laurent Mouhamadis gave a speech yesterday at the opening of the Parliament's autumn session.
00:28 Now, back to the main lines of the royal discourse in this edition.
00:31 [Music]
00:34 The Minister of Economy and Finance and the President of the African Bank of Import-Export
00:38 have signed an agreement memorandum
00:41 promoting cooperation between Morocco and the institution.
00:45 Details in a few moments.
00:47 [Music]
00:49 In the Gaza Strip, thousands of Palestinians continue to flee to the south of the enclave.
00:54 Refugees have been forced to evacuate the city on orders from the Israeli army.
00:59 The situation in this newspaper.
01:01 [Music]
01:05 Laurent Mouhamadis, accompanied by Prince Eritre Moulay El Hassan and Prince Moulay El Shida,
01:10 presided this Friday at Rabat, the opening of the first session of the third legislative year of the eleventh legislature.
01:16 On this occasion, the Sovereign gave a speech in front of the members of the two chambers of the Parliament,
01:21 the House of Representatives and the House of Councilors.
01:24 Laurent Mouhamadis returned to the earthquake of Al-Hawz.
01:27 "The test was terrible and the pain was immeasurable," said the Sovereign,
01:31 insisting on the need to continue to provide assistance to the families of the victims.
01:37 Together, let's follow this excerpt from the royal discourse in which the Sovereign returns to the earthquake of September 8.
01:46 "It is by the will of the Most High that a terrible earthquake shook our country,
01:51 causing thousands of martyrs and many injured for the restoration of which we are raising fervent prayers.
01:57 The test was terrible and the pain was immeasurable.
02:00 From Tangier to Al-Ghouira, from east to west, we all, kings and people, have been deeply murdered.
02:07 In fact, God has stated in His Holy Book, "Nothing will reach us except what Allah has prescribed for us."
02:14 "The truth is the word of the Lord."
02:17 "We call on the Most High so that the earth will not tremble under the feet of these creatures without defense,
02:23 who humbly implore His infinite mercy.
02:26 If any earthquake inevitably causes its share of destruction,
02:30 we are driven by the firm will to act to rebuild.
02:34 Therefore, we insist on the need to continue to provide assistance to the families of the victims,
02:40 to take the necessary measures and to rebuild the affected areas, to reassure the basic services.
02:46 Despite the magnitude of the disaster, the pain and the grief are a place for comfort and pride,
02:52 to see the sincerity and spontaneity with which all Moroccans, from here and elsewhere,
02:57 as well as the actors of civil society, have manifested in a thousand ways the spirit of help and solidarity
03:04 that drives them to the place of their sinister compatriots.
03:07 We also salute the Royal Armed Forces, the various security forces,
03:12 the government departments and the territorial administration for their sacrifice
03:17 in order to provide assistance and help to the populations of the affected areas.
03:21 We also seize the opportunity to thank again the brotherly and friendly countries
03:25 who in this painful ordeal have shown solidarity and helpfulness towards the Moroccan people.
03:32 In his opening speech of the parliamentary session, King Mohamed VI insisted on the sacredness of the family
03:38 as the basic cell of society. Here is a new excerpt from the royal speech.
03:43 The letter we addressed to the head of government to engage in the revision of the Moudawana
03:48 is inspired by its national values, which inscribe the family and family ties in the sphere of the sacred.
03:53 The family being the basic cell of society according to the terms of the constitution,
03:57 we always strive to meet the favorable conditions to strengthen cohesion.
04:01 Indeed, a healthy society is built on the basis of a healthy and balanced family.
04:06 Correlatively, if the family disintegrates, society inevitably loses the compass.
04:11 This is why we have always wanted to sanctuarize the family
04:15 by putting in place large projects and major reforms in its favor.
04:19 The Director General of the International Monetary Fund and the President of the World Bank
04:24 were invited yesterday to the Parliament where they followed the speech of King Mohamed VI,
04:29 and the Prime Minister, King Banga and Kristalina Georgieva, expressed their gratitude to the sovereign
04:33 for the warm welcome reserved for the participants of the annual assemblies of the World Bank and the IMF
04:38 which continues until this Sunday in Marrakech. We listen to their statement.
04:42 It is a great honor to be received by His Majesty here in the Parliament,
04:53 while he is making such an important announcement.
04:55 He gave us the opportunity to thank His Majesty, the government and the Moroccan people
05:00 for having generously welcomed our meeting with so much warmth.
05:03 He also gave us the opportunity to express our solidarity with Morocco
05:07 after the earthquake of September 8.
05:10 Despite the earthquake, we are here in Morocco thanks to His Majesty and thanks to the government.
05:24 It was an absolute privilege to be here, to have the chance to meet His Majesty the King in the Parliament.
05:29 We were lucky to be present at the announcement of the Social Protection Program,
05:34 which shows the meaning of leadership, of his heart and of his descent.
05:39 He tries to ensure that Moroccan families remain strong and well served.
05:43 It is the 65th year of the World Bank's presence in Morocco.
05:47 2023 will be a very special year for us.
05:50 You have all gone through a very difficult period in this country.
05:54 Despite this, the government has made an effort to receive us and to show us your hospitality.
05:59 We are very grateful to you. Thank you very much.
06:02 And no later than the Moroccan leaders for the next of the World Bank and the World Health Assembly.
06:11 [Music]
06:33 The head of the Moroccan government, Aziz Akhnou,
06:36 met this Saturday in Marrakech with the first vice-president of the Spanish government
06:41 and Minister of Finance and Digital Transformation, Nadia Calvino Santamaria.
06:46 During this interview, the two officials discussed various topics of common interest,
06:50 including the prospects of strengthening cooperation between the two kingdoms.
06:54 Aziz Akhnou and Nadia Calvino discussed the different axes of bilateral cooperation,
07:01 qualifying exemplary links between Rabat and Madrid,
07:05 relations that are called to be further strengthened,
07:08 especially in the seat of the joint organization alongside Portugal,
07:12 of the World Cup of Football 2030.
07:14 We listen to Nadia Calvino, first vice-president of the Spanish government.
07:18 In bilateral cooperation, we have excellent relations with Morocco at the moment.
07:23 And we have given a follow-up to the meeting at the other level that we had a few months ago
07:27 with the head of the government to be sure that all the agreements are in place
07:31 and that our cooperation is only improving.
07:34 And we also celebrated together the fact that we organized,
07:39 together with Portugal, the World Cup of Football.
07:42 It is very important for the citizens of Morocco as well as for the citizens of Spain.
07:46 And we congratulated each other on this event, which will be a major event for our two peoples.
07:52 Spain and Morocco agreed to mobilize 11.6 million euros for the reconstruction of areas affected by the earthquake.
07:59 The first vice-president and Minister of Economy and Digital Transformation, Nadia Calvino,
08:04 and the Minister of Economy and Finance, Nadia Ftah,
08:07 agreed to mobilize 11.6 million euros from the debt conversion program
08:12 to rehabilitate the areas most affected by the earthquake.
08:15 This initiative is part of the Spanish government's desire
08:18 to express its solidarity with the population of the province of Alhaus.
08:22 The Minister of Economy and Finance and the President of the African Bank of Import-Export,
08:29 Benedict Omara, have signed a memorandum of understanding
08:33 aimed at consolidating and promoting cooperation between Morocco and the institution.
08:39 The memorandum amounts to a sum of one billion dollars
08:43 and defines the priority areas of cooperation between the African Bank and its Moroccan partners.
08:48 The so-called memorandum deals with financing and promoting intra- and extra-African trade,
08:54 project financing and technical assistance.
08:57 I was deeply touched by what happened in Marrakech following the earthquake
09:08 and I was deeply moved by the resilience of the Moroccan people despite the tragedy.
09:14 Today is a historic day for us because we have signed a memorandum of understanding
09:20 worth a billion dollars to consolidate relations between Morocco and the African Bank of Import-Export.
09:28 With the Moroccan government, we will work through this memorandum of understanding
09:34 to promote trade and investments both inside and outside the African continent.
09:41 The Minister of Economy and Finance, Nadia Ftah,
09:48 met this Saturday with Svenza Schulze, Minister of Economic Cooperation and Development
09:53 of the Federal Republic of Germany.
09:55 On this occasion, the German Minister highlighted the excellence of bilateral relations
09:59 in terms of cooperation and economic development between the two countries.
10:03 Svenza Schulze also highlighted the efforts of reform undertaken under the enlightened leadership
10:08 of King Mohammed VI, both on the economic and social level.
10:12 I propose to listen to Svenza Schulze.
10:15 We are working together and it was really perfect that we are here in Marrakech
10:24 to strengthen our bilateral relations.
10:27 Moroccan hospitality is unique and Marrakech is the perfect destination for this kind of annual meeting.
10:32 We have discussed with the Minister of Finance to advance the Moroccan-German cooperation
10:38 in the coming years and of course we are in continuous contact.
10:43 On the eve of the annual meetings of the World Bank and the World Health Organization,
10:52 a meeting on cultural industries was organized this Saturday at the University of Ben Gurir.
10:57 We listen to the statements of some renowned participants.
11:02 I think it was an unlikely meeting,
11:07 so important that the M6P, the SFI and the OCP gave us all today.
11:16 I think it gave us the opportunity, each of us, to say how and why
11:24 culture is at the heart of all our challenges,
11:31 but how culture, which is not simply the culture of emotion or that of aesthetics,
11:37 but the culture that Morocco has invited to the great banquet of thought,
11:42 by the times that are ours today.
11:46 This meeting allowed us to explain the rooting of our country
11:56 in its memory, in the values that have fertilized our society
12:04 and which are and which are imposed today, more than ever I would say,
12:10 as a response to the regressions, to the archaisms that the world knows.
12:17 I often use the term Moroccan compass in a world that is in search of landmarks.
12:23 Moroccan culture is this compass for all.
12:27 Africa is a continent that is very rich in its cultures, both ancestral
12:34 and both modern, contemporary and creative.
12:39 We have been living it for years.
12:41 There is an appetite, there is a demand from the professionals,
12:44 from the new generations, to professionalize this whole industry,
12:48 even if the word can sometimes be a bit harsh,
12:51 but today it is a real industry that we are talking about,
12:54 everywhere in the world, and it is time to talk about it today too,
12:58 because these industries create a lot of growth, wealth, employment for young people
13:03 and also of radiation for our countries.
13:05 And Africa is becoming more and more aware of this potential and the need
13:10 to bring professionalization, to bring a real, ambitious vision for this sector.
13:16 And by the way, I recall that last May, the African Capital of Culture
13:20 hosted a meeting of the African Ministers of Culture,
13:23 and there was a commitment from these ministers to work together
13:28 to develop culture, strengthen this sector and make it a real asset for our countries.
13:33 So I think that today, this event, with the support of the International Financial Society,
13:39 as part of the Annual Assemblies of the World Bank,
13:42 will help to bring elements of response to the financing of the culture sector,
13:46 because there is a market.
13:48 There is a market in the world, but there is also a market in Africa
13:52 and in each of the African countries and in Morocco.
13:55 But we will be even stronger if we manage to work together
13:58 on the construction of a common market,
14:00 so that our countries and our creators can export their creations,
14:04 and therefore strengthen this market and make it even more promising.
14:08 It is very important to note that the African voices are very powerful
14:13 and we absolutely have to help them speak even louder.
14:17 When we go around the world, we see a lot of artists,
14:20 we see a lot of African creators who work in other companies,
14:25 not in an African industry.
14:26 So what we want to do is support the development of a cultural and creative industry in Africa
14:32 and that it is connected to the rest of the world,
14:34 but that jobs are created here in Africa.
14:36 So the International Financial Society that I represent in Africa,
14:39 we help the private sector to develop.
14:42 And very few development institutions,
14:44 so to speak, no development institution so far has really been interested in this sector systematically.
14:50 And we want to be the pioneers.
14:52 We started about a year ago, we started to financially support a few companies here in Africa
14:58 and to help them to have the knowledge, the financial resources, the tools to be able to develop,
15:03 create jobs in Africa around this industry that has considerable potential.
15:07 When we look at the creative industry in Africa,
15:10 it could create a very large number of jobs over the next few years.
15:15 We are talking about 20 million jobs in Africa over the next few years.
15:18 These are very important figures.
15:20 So we want to support them.
15:22 It's something innovative.
15:23 We have to develop new tools,
15:25 but the International Financial Society is willing to do it and we intend to do it.
15:29 Culture is not an accessory, it's not something that comes afterwards.
15:32 It is something that is essential, especially for a nation like us,
15:36 for a federation of nations, for a union, etc.
15:39 It is absolutely fundamental.
15:40 And when we say culture, when we take it seriously, there are cultural industries.
15:44 Culture does not improvise.
15:46 Culture is not just a street corner.
15:48 Culture involves professional actors, skills,
15:52 it involves an industry, it involves funding, it involves monitoring.
15:56 So, to sum up, culture is not an accessory, it is fundamental.
16:01 And cultural industries are perhaps the best lever of development.
16:06 I think there is an awareness and above all,
16:09 there are new African and Moroccan voices that have expressed themselves
16:12 and that really shine abroad today.
16:16 After all, it is true that Morocco has always been very rich in cinema.
16:20 There have always been many things that have been done,
16:21 and directors who existed before me who have done wonderful things.
16:25 I mean, Moroccan films, it's not since yesterday that they are at the Cannes Film Festival,
16:28 it's still been decades and decades.
16:30 After that, what I think is that the question and the challenge is how we can make films
16:33 in such an independent way in terms of production,
16:37 that is to say that we can no longer rely on European aid.
16:41 It is also how we build a cinema that is clean to us, with our own stories.
16:46 It can be collaborations between countries in Africa, the Middle East.
16:50 The issue of production, of financing, of culture, for me, is extremely important.
16:54 And this concludes this special chapter dedicated to the annual assemblies of the World Bank and the IMF.
17:00 [Music]
17:22 The situation in the Middle East is becoming increasingly worrying.
17:26 A week after the start of hostilities, human figures continue to climb.
17:30 The figures are impressive.
17:33 In the Gaza Strip, authorities have reported 2,200 deaths,
17:37 of which 724 children.
17:39 On the Israeli side, there are at least 1,300 deaths.
17:42 After a week of intense bombing by Israeli forces,
17:50 according to the UN, more than 1,300 buildings were completely destroyed in the Gaza Strip.
17:55 And according to the UN Office for Coordination of Humanitarian Affairs,
17:58 5,540 homes were destroyed,
18:01 while nearly 3,750 other homes are uninhabitable.
18:06 Meanwhile, thousands of Palestinians continue to flee through the devastated streets of Gaza.
18:16 Hundreds of families are seeking refuge further south,
18:19 following an evacuation order launched by Israel.
18:22 The Israeli army is preparing a land offensive against Hamas,
18:26 an injunction rejected by the UN, which fears a deterioration of the humanitarian situation,
18:30 which is already catastrophic.
18:32 But for Israeli Prime Minister Benjamin Netanyahu,
18:35 this is only the beginning of Israeli operations in the Palestinian enclave.
18:39 For a week, we have also seen violent clashes at the Lebanese-Israeli border.
18:49 The Israeli army, which is targeting Hezbollah positions,
18:53 announced that, I quote, "several terrorists were killed this morning
18:57 during an attempt to infiltrate Israel from Lebanon."
19:01 A drone has been used to target a commando.
19:03 And according to a spokesman for the Israeli army,
19:06 the frontier region has been a theater of regular clashes for nearly a week.
19:10 But the operations have so far remained limited.
19:13 Now, Israeli bombings target villages in the southern Lebanese frontier.
19:19 This is the end of this newscast.
19:26 Thank you for watching it.
19:27 Stay with us for the continued information on Mediain TV.
