00:08 we will discuss with Atty. Maisara Dandamon Latif, the chairperson of Marawi Compensation Board.
00:17 Atty. Latif, good afternoon and welcome to the new Philippines.
00:24 Good afternoon, Assistant Director General John Malaya and Miss Nina Corpuz,
00:30 and all the viewers of our program, "Bangon, Pilipinas Ngayon." Is that right?
00:38 Yes, that's right. And thank you for joining us this morning in our program.
00:43 So, I will start by asking you, what can you say now that the SARO or Special Allotment Release Order
00:52 of Php 1 billion fund is being given to the victims of Marawi siege?
01:00 We are very happy with the Marawi Compensation Board.
01:05 We will start giving awards, what we call compensation.
01:13 This is an implementation of Republic Act 11696, which is also in accordance with the order of our beloved President Bongbong Marcos,
01:22 which is to give compensation to the victims quickly and fast.
01:29 So, for now, we have 362 financial compensations from the funds that were given by the Department of Budget and Management.
01:41 The 303 are the structures that were destroyed during the Marawi siege.
01:48 This is part of the 11,800 structures that the Office of the Civil Defense said were destroyed
01:56 right after they inventoried Marawi as the most affected area.
02:03 There were 11,800 destroyed houses.
02:06 Out of that, we identified 303 that we are ready to award their payment.
02:14 We have 59 debt claims in those 362.
02:21 We have 59 debt claims that we are ready to distribute to the loved ones, the heirs of the missing and legally presumed dead.
02:33 The Marawi Compensation Board is happy because finally, Marawi people will experience the truth that the government was deceived
02:47 to help them rise again and see that Marawi has hope.
02:53 Finally, our DBM gave Php 1 billion and they said that they will add more for 2024.
03:03 Hopefully, we will see in the coming months until next year,
03:11 we will see that the people who have IDPs of less than Php 30,000 will file their monetary compensation.
03:22 They will also be able to live their lives and come back.
03:28 Marawi will have a new era.
03:32 This time, it will not be sad but happy.
03:37 That is the promise of the Marawi Compensation Board.
03:41 So, recovery and rehabilitation is the coverage of this fund that the Department of Budget has already approved.
03:48 What are the priorities or the first claims that you will release?
03:54 At the moment, we are prioritizing debt and structural.
04:01 In debt claims, this is what we are saying about those who are missing, dead or legally presumed missing and dead
04:11 on the occasion of the Marawi siege.
04:14 From May 23, 2017 up to October 17, 2017,
04:23 the data that they should prove that their loved ones are missing during that time
04:30 and last seen in Marawi, in the ground zero or 32 most affected barangay and other affected barangay.
04:39 So, that is the priority.
04:41 The second priority is the house that is damaged, business structure, residential and cultural.
04:50 Including mosques, madrasas, schools, hospitals, and also the churches that were damaged during the Marawi siege.
05:03 Those are included in our priority.
05:05 And our last priority is the personal property because there are also many things inside the house that were damaged
05:16 that we need to compensate.
05:18 That is also included in the law that monetary compensation is awarded to the personal property
05:25 or other properties that were damaged during the Marawi siege.
05:28 Okay. So, attorney, how many total claimants have received your claim since you opened the compensation application?
05:39 And in this count, how much is the total amount that you will need based on your assessment?
05:49 From the time we started on July 4, 2023 up to September 30, 2023,
05:58 the total amount that we received for monetary compensation is already more than Php 6,000.
06:07 So, that is the total amount for structure alone, structure and debt.
06:14 That's already Php 9.5 billion.
06:16 But if we include the personal property, it's Php 17.5 billion in the estimated amount that the claimants already filed.
06:28 So, we already filed Php 6,000.
06:31 That Php 6,000 out of the Php 20,000 estimated to be filed from July 4, 2023 up to July 3, 2024,
06:43 I am calling on our fellow citizens in Marawi that we only have until July 3, 2024 to file a claim
06:52 because according to the law, the claim will be filed only for one year.
06:56 After July 3, 2024, their right to file is already over and waived.
07:02 That's why I am encouraging you to make an online appointment.
07:07 You can see the link on the Marawi Compensation Board FB page or you can file it at www.mcb.gov.ph.
07:17 It is very important that you file so that you can enter the prescriptive period.
07:23 So, we can see that Php 20,000 will be filed because that is the first spot where we can file an online appointment.
07:31 But out of that, we already received Php 6,000, the estimated total claim is Php 17.5 billion.
07:38 Yes. Okay. Let's go back to the 362 death claims from your evaluation.
07:47 This is the first batch.
07:50 So, what will be the process and the steps for the claimants to be divided in this year?
07:59 So, the 362, 59 is the death claim and 303 is the structural claim.
08:09 So, the next steps for the claimants to be awarded all the way to the award is number one,
08:16 we will look at the adjudication and see if they are eligible.
08:23 It means that their papers will be scrutinized and they will be called for a clarificatory hearing.
08:31 If their documentary evidence is in order, and it is also in accordance with their testimonial evidence,
08:40 and if there is a substantial evidence to be found out to be awarded,
08:44 the 362, 59 of which are death claims and 303 are structural claims, shall be awarded to the eligible claimant.
08:54 But there is another next step, we will post it on our FB page and we will also publish it in the newspaper.
09:04 We have 30-day rules.
09:07 It means that within 30 days, no one will post anything because if there is an opposition,
09:14 I will entertain the opposition board so that their award will be postponed.
09:20 But if there is no one, after 30 days, I will post their name, their barangay,
09:26 and the award cannot be amounted because they have privacy.
09:33 And if there is no post, even if the award is an exception, they will be given a check to claim their award.
09:42 We will start awarding this October.
09:45 So, it is a good start for our IDPs to finally get the justice they have been fighting for for a long time,
09:56 to rise again from the tragedy of Marawi.
