00:00 The investigation is now on the rise for the hacking of the Kamara Kahapon website, the third government agency to be hacked by PhilHealth and PSA.
00:09 DICT is looking at the local hackers behind this and they pointed at June Veneracion and Sandra Ginaldo.
00:16 It seems that the messages left by the hackers on the Kamara Kahapon website are not just memes of laughing faces,
00:25 but also the words "You've been hacked" and "Happy April Fools" even if it's just October.
00:31 Kamara left the website while investigating the incident.
00:35 It was past 5 o'clock this afternoon when the website was returned after the security of the Kamara was checked.
00:43 According to the House Secretary General, it was found to be hacked by the Department of Information and Communications Technology or DICT.
00:51 The Kamara also contacted the National Bureau of Investigation to find out who is behind this, who introduced three musketeers.
01:00 The damage is really minimal because the truth is that it was just phased, the website was just hacked.
01:10 I immediately met my executive committee and the recommendation was of course strengthen our capability, cyber security.
01:23 Kamara will also help the Senate to find funds against cybercrime and ransomware attacks.

02:08 The DICT has no idea about the group that hacked the website of the PNP Forensic Group because they did not provide an access log to the PNP.
02:16 But there are data that was compromised such as laboratory results according to the DICT.
02:21 In the incidents of hacking in government agencies, the role of cyber security experts is important.
02:27 But the problem is that there are many experts who are more likely to go abroad or enter private companies.
02:34 Because of that, the cost is higher.
02:37 We have a flight of talents specially to Singapore.
02:42 The government is also struggling to provide the income of private cyber security experts in the country,
02:46 which is possible to have more than double the income of the government if it is new.
02:50 Most of the young people are counting on take-home money, not on retirement benefits.
02:56 But there are still people like Carl Jan and Carl Kevin, comp-sci students,
03:02 who are involved in Hack4gov, who are far from being students in cyber security.
03:08 We want to make big contributions here in the Philippines.
03:13 They want to be white hackers or ethical hackers to fight against hackers with bad intentions, especially in the whole country.
03:21 There are about 3,000 hacking incidents this year.
