00:00 The Commission on Elections will remind the people of the campaigns on Wednesday in the barangay-esque elections,
00:06 especially in the activities that are considered vote-buying.
00:10 This is Patrick De Jesus' report.
00:12 On Wednesday, the campaign period for the 2023 barangay and the upcoming youth elections will start.
00:20 The Commission on Elections will remind the candidates to abide by the regulations, especially in the prohibition of vote-buying.
00:28 Comelec said that the campaign rally is considered vote-buying.
00:33 Giving baller and t-shirt is not the only reason why they are giving these kinds of campaign items.
00:42 We will go after you.
00:46 You can explain it to the court.
00:49 Do you want my fellow countrymen to undergo this kind of mental illness
00:56 and think that you have a case while you may not have a case.
01:00 You can go around without giving water.
01:03 You can go around without giving t-shirt, baller or caps.
01:07 You can go around talking to our fellow countrymen.
01:11 Garcia added that the candidates should also follow the rules in placing posters in common areas
01:17 but the ones who are protesting here will be banned.
01:20 The campaign period will last until October 28.
01:24 Two days before the election.
01:27 But until now, 7,000 candidates were sent a show-cause order
01:31 because of the premature campaigning while 200 were possibly disqualified.
01:37 Meanwhile, Comelec heard the petition to disqualify or blacklist Smartmatic Sabiding for the 2025 automated elections.
01:46 This is because of the irregularities in the national and local elections in 2022
01:52 the agreement was reached after hearing that 10 ballots will be opened from different parts of the country
01:58 to see if the votes are enough for the election returns.
02:02 The petitioners and Smartmatic agreed.
02:06 In fairness to the commissioners, they came up with a sort of a solution on how to deal this once and for all.
02:15 That's the word of the chairman, George Garcia.
02:20 We've always been supportive of the Comelecs to strengthen trust in the electoral system.
02:26 We're happy to answer the issues on the substantive.
02:29 We're talking because it's been a long time and we've been quiet for the longest time.
02:34 I will probably propose to the NBank, to our disposition, to do a procedure
02:38 a quick procedure where we have 17 regions, they will just choose any precinct.
02:46 We will open the ballots, the petitioner will choose.
02:51 The best evidence is always the original ballot for an election.
02:55 But according to Smartmatic, they are still studying if they will disqualify for the next election.
03:02 The Comelec's target is to get the results before the procurement process for the 2025 elections.
03:10 Patrick De Azuz for the nation.
