00:00 In front of the heavy traffic in Metro Manila, MMDA target to implement the 7am to 7pm number coding policy.
00:10 Patrick De Jesus is in the center of the news live.
00:14 Yes Audrey, Metropolitan Manila Development Authority approved the resolution to remove the window period in the number coding scheme.
00:25 For now, the 7am to 10am and 5pm to 8pm number coding is in effect in Metro Manila.
00:34 But in the approved resolution, the number coding scheme will be re-implemented from 7am to 7pm.
00:45 But MMDA clarified that it is not yet implemented. But it is ready to be implemented anytime.
00:54 We approved it on October 6. We are just a bit advanced in thinking.
01:02 We are ready to implement it if needed, rather than the vehicles will not move on the roads and we will get MMC resolution. Maybe later.
01:21 The reason is because the heavier traffic is expected to move as Christmas approaches.
01:27 There will be a study on the current traffic situation after the Christmas season or from November 6 to November 12.
01:36 But for now, the heavy traffic is already noticed.
01:40 If we go back to 7am to 7pm, the number coding is expected to limit the number of vehicles to 20%
01:49 which is prohibited in the main roads including EDSA and C5.
01:54 At the average, at any given time, there are 4,000 vehicles passing through EDSA.
02:02 And more than 2,000 vehicles pass through C5 at any given time.
02:09 In EDSA, either side, around 800 vehicles will be reduced and in C5, more than 400.
02:19 That is a big thing because it is a 20% reduction in the volume of vehicles that can make the traffic more spacious.
02:31 Audrey, beware of illegal vehicles passing through EDSA bus lane because the penalty will be higher.
02:39 Paying fine from Php 5,000 to Php 30,000 will be the punishment where the license of the arrested motorist can be revoked.
02:52 The MMDA said that there are still many vehicles that are not allowed to pass through EDSA bus lane.
03:01 The fine is only Php 1,000. We have noticed that there are some vehicles that are allowed to pass through.
03:10 They are willing to pay Php 1,000 every time because they can afford to pay Php 1,000.
03:21 We have seen many comments on our social media pages, especially when the MMDA is showing the operations in the bus lane,
03:33 that are advocating to increase the penalty because it is repeated and many are using it, hoping that they will not be arrested.
03:48 The higher fine and the license of the arrested motorist can be revoked will be implemented in the middle of November.

04:47 Before, Audrey, if you can remember, the window period was put as a consideration because we went through the COVID-19 pandemic.
04:56 But now, the number of vehicles returning to the main roads in Metro Manila is back to normal or pre-pandemic.
05:07 That is why this resolution was passed where the window period will be removed and the number coding scheme will return to 7am to 7pm.
