00:00 assessments after the barangay and SK elections.
00:03 We will discuss this with Police Colonel Gene Fajardo,
00:07 the chief of the Public Information Office
00:10 and spokesperson of the Philippine National Police.
00:12 Colonel Fajardo, good afternoon.
00:15 Good afternoon, ma'am.
00:17 Let's start, ma'am.
00:19 How many confirmed election-related incidents
00:23 have been reported after the barangay and SK elections?
00:26 What are the reported incidents?
00:29 Yes ma'am. If we look at the data as of 12 a.m. of November 2,
00:34 we have reported 264 incidents and 47 are validated election-related incidents.
00:43 The most reported are the top three regions that have confirmed election-related incidents.
00:49 The first is the Bansamora Autonomous Region with 16, followed by Region 10 with 13 and Pro Cordillera is the third.
01:01 The majority of them are shooting incidents with 19 and followed by physical injury.
01:10 As to the status of the case, ma'am, there are 35 cases under investigation.
01:15 We have referred one to the prosecutor and the other has been filed in court.
01:22 As to the vote buying, how many cases are possible to be filed in the country and where are they?
01:33 Hello ma'am. Hello.
01:36 Colonel, I will repeat the question.
01:41 Yes ma'am. As of to the question ma'am, the reported vote buying as of October 31,
01:48 we have 27 incidents of vote buying and the majority of them are in Region 2 and in the Calabarzon region.
01:59 So ma'am, there are incidents of violence in areas that are in the green category or areas that have no security concerns.
02:08 What will be the direction of the PNP up to this point for the next elections?
02:13 What will be our direction ma'am, particularly these validated election-related incidents,
02:20 where 17 are in the green category.
02:25 This will be seriously considered in the next election.
02:29 They may be under the yellow category because under the yellow category, there are reported election-related incidents.
02:39 So these green categories that we have reported in the current election period,
02:44 this will be included in the next consideration so they can be upgraded from green to yellow category.
02:52 Ma'am, where is the quietest place for us to comment on zero incidents?
02:59 If we look at 47 election-related incidents, there are no reported incidents there.
03:11 Ma'am, I... Hello, hello, hello.
03:13 Hello ma'am. Hello.
03:16 Yes ma'am. Go ahead.
03:18 In the validated 47, ma'am, there are only a few regions, ma'am.
03:25 In NCRPO, ma'am, the number of our reported cases is very small because of the 1,700, 1,710 barangays, all of them are in the green category.
03:40 So we have only a few NCRPO incidents and there are no deaths and injuries.
03:48 Okay. Congratulations to NCR.
03:51 How about... we will go to Undas.
03:56 Regarding the monitoring of our cemeteries, have you received any reported incidents
04:02 regarding the unfollowed regulations that you issued?
04:06 Yesterday, ma'am, our observance of Undas became generally peaceful,
04:12 aside from the items that were prohibited to enter the cemeteries.
04:19 So far, in our monitoring today, our countrymen are still being respectful to their relatives.
04:29 As usual, we get lighter, cigarettes, and alcohol.
04:36 But other than that, so far, it is generally peaceful.
04:41 We expect that this state will remain until the cemeteries are closed later this afternoon.
04:49 So ma'am, in your assessment, how is the management of Undas compared to Undas last year,
04:55 which was more strict because of COVID, now it is more relaxed. How is it?
05:00 Well ma'am, we have to give credit also to our countrymen who are still following the regulations of the cemeteries,
05:09 even though in previous years, we have restrictions.
05:13 Those who can enter the cemeteries are limited.
05:16 Yesterday, our cemeteries were closed, close to 3 million or more people who were monitored to enter the cemeteries.
05:26 But we should also give credit to our countrymen who are following the regulations of the cemeteries.
05:32 Not only PNP is monitoring this, but also the force multipliers, of course, the other members of the uniformed service.
05:43 So ma'am, until when will the full alert status of PNP remain?
05:49 Until now, the full alert status of PNP, ma'am, even though the regional directors have discretion to maintain their full alert status,
06:01 at least until the weekend, where we expect that our countrymen will return to their provinces and vacation
06:09 here in the metropolis where they live and work.
06:13 That's why our high-time alert status will remain until Sunday and Monday,
06:19 because we expect that those who are on vacation will return because of the long weekend.
06:24 So, part of that, you already said that, how is your preparation for those who will return here in Metro Manila?
06:34 So, my earlier question, you said that we have countrymen who will return from the long weekend.
06:40 How is the preparation of PNP for our countrymen who will return to Manila?
06:46 Yes ma'am, our police assistance desk that we placed in the airports, pier and terminal will remain until Sunday and Monday,
06:57 because we expect that our countrymen who are on vacation will return to avail the long weekend.
07:05 So our reminder to our countrymen, if you will travel, it's better to go to the pier and terminal early so you will not be caught and avoid the eyes of others.
07:20 Be careful with your belongings and your children and small companions.
07:25 It's better to check the belongings of private vehicles, make sure that their vehicles are in the right condition so that the road is not blocked.
07:36 So ma'am, have you reported the incidents of robberies because we have countrymen who were left without their homes.
07:44 Have you reported that?
07:46 Yesterday ma'am, based on the report that was given to us, we did not report any theft and robbery incidents.
07:54 We are thankful to those who helped us in guarding the barangay, especially our hardworking barangay tannoys.
08:03 Thank you very much. At your time, Police Colonel Jean Fajardo, the chief of the Public Information Office and spokesperson of the Philippine National Police.
