00:00 To address the problem of starvation, the government will provide food stamps that can be bought from accredited stores.
00:08 Who can be counted in the No Starvation Programme will be discussed in the next interview.
00:14 Tell us about the No Starvation Programme.
00:21 We target the poorest of the poor or the food poor families.
00:25 There are 1 million Filipinos in this category.
00:31 1 million Filipinos receive food credits worth P3,000 each month.
00:37 P3,000 is divided into three important components.
00:41 50% of the credits are for carbohydrates.
00:44 They can choose from the accredited stores.
00:47 Rice, bread, pancit, or any carbohydrates.
00:53 30% is for protein, like pork, beef, fish.
00:59 20% is for healthy fats or fiber.
01:03 They don't necessarily receive cash, but food credits.
01:07 Secretary Rex, how will they choose?
01:09 For example, you are the favorite of Barangay Kapitan.
01:13 How will they tell who is qualified and deserving?
01:17 Let me clarify.
01:18 Local officials, mayors, congressmen, have nothing to do with identifying beneficiaries of this program.
01:28 What we use here is the list.
01:31 The list is the national survey that the DSWD runs every three years.
01:37 Sometimes people will say, "I'm poor, why can't I join?"
01:40 Our answer is that there is no perfect list.
01:43 That's why all of our programs have grievance, where you can report.
01:48 For example, you have a feeling that you are rich because of the four Ps.
01:51 Or maybe you are rich, why are you here in the Food Stamp Program?
01:55 You can appeal that.
01:56 Or if you know that you should be divided because you are poor, you can also appeal.
