00:18 government may be seeking to impose new taxes after meeting with finance minister ahead of 2024
00:24 budget. We have details as former minority leader Harunai Jusu says their side expects a review of
00:30 some taxes imposed by government. Also this afternoon, labor expert Orson Garmey charges
00:38 government to take the interests of labor seriously in the 2024 budget as negotiations
00:44 for an increase in base pay for 2024 hit a snag. More as both parties express hope of an amicable
00:51 solution as negotiations resume today. Plus ECG's weak revenue generation and poor management of our
01:03 power sector must be blamed for the unstable power supply being experienced in the country.

01:15 minister's announcement that the fate of the country lies in the hands of WAPCO.

01:49 This afternoon, the minority in parliament is claiming government intends to burden Ghanaians
02:02 with more taxes in the 2024 budget set to be presented tomorrow. According to minority
02:08 spokesperson of mines and energy, who is also a member of the finance committee, John Ginnapo,
02:14 finance minister Ken Ufuriata has told them he intends to raise 12 billion citizen revenue
02:20 as part of the budget. But John Ginnapo says his side will not allow this to go through.
02:26 Parliamentary affairs correspondent Kwaku Asante joins us with details. Kwaku, have you been able
02:31 to get any response from the majority on these claims?
02:34 Well, not yet Ayeshe. In fact, John Ginnapo also fails to give more particulars about this
02:42 allegation. But we know that ahead of this crucial 2024 budget, the minority and the majority MPs,
02:48 some of them on the very key committees, finance, agri-food and cocoa affairs, have all been having
02:54 standalone meetings with the finance minister Ken Ufuriata. Over the last few years, parliament
02:59 has been introducing some measures in terms of these budget issues. What parliament wants to do
03:04 is they don't want any surprises on the day of presentation. So they are these meetings with
03:10 the finance minister briefing the top echelons of the various committees about some of the things
03:16 that are coming in. Of course, the full details are of course not given. But the expectation is
03:21 that these meetings with the finance ministry on one hand and members of parliament on the other
03:27 will give both parties a certain understanding of what will go into the 2024 budget. It is one
03:33 of these meetings that John Ginnapo is now claiming that the finance minister Ken Ufuriata
03:37 had told them that he intends to raise 12 billion Ghana cities. He says when they press about what
03:44 exactly this 12 billion Ghana city is going to come from, their understanding is that it's going
03:48 to come from more taxes or more revenue measures that government intends to roll out in the coming
03:54 days. But John Ginnapo says the public is already burdened and they do not agree that government
04:00 should be seeking to raise 12 billion Ghana cities from these overburdened taxpayers. They
04:04 want government to cut expenditure. They want government to show commitment that this economic
04:09 difficulty that the entire Ghanaian populace are currently facing is something that government is
04:14 also really number so that we are not putting the burden on the Ghanaian. So that is what
04:19 the minority are claiming through John Ginnapo. But we've been trying to get answers from the
04:23 majority leadership and also some majority MPs who have been on the finance committee.
04:28 Very few people are willing to come on the record. For those of them who are able to speak to us of
04:33 the record, the only information they give us is that they do not want to go ahead of the finance
04:37 minister. They expect that the minister will present a statement tomorrow when it's just a
04:42 little less than 24 hours away and then the Ghanaian public as well as members of parliament
04:48 will get to know what exactly is in the 2024 budget. So the minority are speaking to the
04:52 record and making these claims but their colleagues on the majority side are not coming out.
04:56 You've also been speaking to former minority leader Harunai Drissu who is asking Ken Ufuriata
05:01 to actually review existing taxes to give private sector some breathing space. What exactly has he
05:08 been saying? Well according to Harunai Drissu, private sector is crippling. There are so many
05:14 businesses that are really under intense economic hardship and pressure and that this 2024 budget
05:21 must serve as the means to unshackle the private businesses. According to Harunai Drissu, who has
05:28 been consistent in making these claims that the private sector will be the engine of growth if
05:34 taxes are reduced, if they are given enough breathing room to be able to recruit more
05:38 Ghanaians to work, it would deal with unemployment situation. He says that the 2024 budget must not
05:43 only not introduce new taxes, it must review those taxes that have already been imposed,
05:49 e-levy among others. The claim is that this will give the private sector some breathing space,
05:55 it will give them some more room to employ more people now and do good business that will enable
06:00 the economic situation improve in the coming year. Gogoa Sante is our parliamentary affairs
06:07 correspondent. Definitely there's more for you in our subsequent bulletins. Former employment
06:12 and labour relations minister and labour consultant Austin Ghami meanwhile says the
06:18 government must tread cautiously in dealing with the demands of labour unions. Government has been
06:23 on its knees as labour unions rejected a 15% increment in base pay for the 2024 working year.
06:31 The unions are asking government to increase their base pay by at least 60% down from the
06:37 initial request of 70%. With less than 48 hours to the presentation of 2024 budget,
06:45 the government is hopeful it will get a deal with the unions today. Deputy Secretary General
06:51 of the Trade Union Congress Joshua Ansah says that labour unions will continue to reject
06:56 government's offer if it is not considerate. They are hopeful of reaching an amicable agreement
07:03 with government but former employment minister Austin Ghami says both parties must return to
07:09 the negotiation table with a positive mindset, adding the interests of labour must be taken
07:15 seriously by government. He spoke with me earlier on Joy News Desk. The employer called government,
07:22 we don't want to call government political. Government as employer must demonstrate that
07:29 they are very serious people. They would like to cut down costs and they must, it's a demonstrable
07:37 thing, it's not going to be a figure of speech. They have to demonstrate to organised labour
07:42 that they seriously would like to consider cutting down costs in this area, this area, this area,
07:49 and they will hold them to account for it because they will go to parliament tomorrow to read the
07:54 budget and they will have to show that in the budget so that both parties can have assurance that
08:01 the mess up in the economy will not be repeated next year and going beyond that. And so it's for
08:11 the employer in particular coming out of section 97 to share necessary information which is relevant
08:19 for the negotiation and give labour the commitment that they will be held accountable, they will not
08:28 overspend and therefore mess up the economy and create further problems for them again.
08:34 I think that should be there because labour is not the one in charge and because we don't have
08:41 a plan to economy management in Ghana, obviously they will need a lot more information that they
08:49 can cooperate with the employer which is government to ensure that we do not unbalance ourselves.
08:56 Weak revenue generation and poor management of our power sector is accounting for the serious
09:06 power crisis the country has had to deal with over the period. That's according to the executive
09:12 director of the Africa Centre for Energy Policy, ASEP, Ben Boachie. Parts of the country are still
09:18 experiencing power cuts following the energy minister's announcement last week that the fate
09:24 of the country lies in the hands of the West African gas pipeline. There has been heavy
09:30 reliance on gas as the cheapest in foiling the country's power generation plant. Executive
09:36 director of the Africa Centre for Energy Policy, Benjamin Boachie says our inability to pay WAPCO
09:42 may take the country back to darkness. He spoke earlier on Joy News Desk. I mean we need to
09:50 get ECG fixed as quickly as possible. We cannot, and in business as usual, that they cannot collect
09:58 revenues and it is fine, everybody's happy with it. Regardless of how much adjustment you do to
10:05 the tariff, if the structures to recover revenues are not tight enough or they are not stringent
10:12 enough, we're still not going to make money. And you can see that even though we have made
10:18 about 100% adjustment to the tariff, our revenue requirement has actually declined
10:22 over time, which is a signal that we need to fix the management side of things and fix the
10:33 financial side of things for the sector to function. We don't need ministers explaining
10:40 to us what the problem is all the time when it's a system that is commercially viable and supposed to
10:47 generate returns, revenues, and pay the value chain.
10:53 Deputy Minister for Energy, Andrew Ajapa-Mesa has meanwhile explained there is no official
11:01 report indicating a shortage of gas or generation and the ministry's assessment suggests sufficient
11:08 generation capacity to meet the demand. Therefore, any power outage experienced by consumers
11:14 are presumed to have been localized. Listen. We get an update on our gas situation
11:22 and then also our generation situation, all the plants that are running. And then every evening,
11:30 we get an update of the same. As far as I can confirm to you, no such report of either gas
11:39 or generation came up yesterday. Okay, so as far as the ministry is concerned, there was sufficient
11:47 enough generation yesterday to meet demand. And so if you have outages in some places,
11:57 then it must be distribution. Obviously, you know that the system itself, even at the distribution
12:07 end, has some issues. And if we talk of DUMCC, we've spoken about the transmission infrastructure
12:13 that we've worked on, talked about more supply points that we've worked on, you know, the Marwan
12:20 Kaswa line that we tend to fix. So there's constant improvement in the system, okay,
12:28 depending on how our financial position is. But like I said, yesterday, there was no report of
12:37 any gas outage or generation outage. And so I suspect that any outages that people may have
12:44 encountered were localized. Talking about localized, and since you say you didn't have
12:51 any report, are there times that you've had report of shortage in gas and shortage in generation?
13:00 Well, generation is dependent on the fuel. So are there times that you've had that report?
13:10 Like I indicated to you on Sunday, because of the work that WAPCO had requested.
13:16 So beyond Sunday, apart from Sunday, are there other times?
13:18 Of course, the time that WAPCO took off the reverse flow mechanism because of the...
13:26 And apart from that, have you also had that challenge?
13:29 No, we have not.
13:30 You have never had issues with shortage, apart from these two days, these two events?
13:40 So we've published...
13:41 I'm listening.
13:45 We've published...
13:46 The word excuse me. We've published outage timetable in the past.
13:55 Yes.
13:55 When, for example, in September,
14:01 EMI did a major maintenance program that then led to an increase in the gas from 210 to 235.
14:10 We, with assistance from the Ministry of Finance, procured some liquid fuel to make up for that
14:19 shortage in gas. And there was no outage.
14:26 Of course, in March, April, Ghana gas went off.
14:31 We procured some liquid to make up. There were some delays.
14:35 And we published the outage schedule for the Ghanaian public to be apprised of where it is
14:44 that we were.
14:45 Beyond these two periods that I can recall, since I went to the Ministry, of course, last year
14:54 or the year before we were doing the Pokwasi bulk supply point works, we published an outage
15:05 timetable for the benefit of the Ghanaian consumer.
15:08 So these are the instances that readily come to mind that we have published.
15:14 Beyond that, I'm not aware of any generational challenge.

15:39 Three days after two brothers were allegedly shot and killed by a forestry commission
15:44 task force at a community near a mining site in Mfante, the divisional office of the commission
15:51 in the area remains shut. The youth of Pankokrum in the Ahafua North Southeast
15:57 district and the family of two murdered brothers have issued a four-day ultimatum
16:02 threatening retaliation if justice is not served.
16:05 But Emmanuel Bright-Koko, who visited the area,
16:08 reports residents of Mfante fear the task force would return.
16:18 A sudden mother, a sister left in excruciating pain.
16:22 Whales continue to emanate from the home of Abdul Samad Razak, 35, and Hashmi Usman, 25,
16:33 after the two were allegedly shot dead by security task force
16:37 of the forestry commission at a mining site. The family is in pain.

16:49 You've killed a human like animal.

17:01 The two were protecting a mining site at Mfante, a suburb in the Ahafua North municipality,
17:07 when a security task force besieged them in a swoop.
17:11 So we understand this is the very spot one of the deceased was laid when he was shot by
17:17 the security task force right here at Mfante. As you can see behind me, that's some equipment
17:24 that were bent by the security task force when they came here. I haven't really sighted
17:29 much of operations happening, but the few people we found around tell us today
17:35 there haven't been any working by the miners.

17:46 The forestry officer drew a line on the ground that we shouldn't cross, but one of the deceased
17:52 did not heed and went ahead to cross it. That's when they started shooting him.

18:12 They shot several, but he survived them. So they surrounded him and hit his neck with
18:18 the backstock of their gun. The other was shot from behind through his skull.

18:31 Some miners at the site sustained various injuries with four critically wounded.
18:36 In 2021, the Ministry of Lands and Natural Resources commissioned a community mining
18:43 scheme to be operated by the Ensu Group of Companies.
18:47 So this is the junction leading to the two mining sites. On my left is a route to the
18:53 Ensu Group of Companies mining site under the Infante community mining scheme. And this is
18:59 also another route leading to where the incident happened.
19:03 The miners, however, claim both sites are under the community mining scheme.
19:08 But there are fears of a possible return of the task force to comb the community.

19:25 We are scared because they might come back.

19:42 Back at Pokukrum, there is seeming tension as families of the deceased and the youth
19:48 threaten to avenge the killing.

19:56 After burying them, we demand justice within four days. If it doesn't happen soon, we will retaliate.

20:08 He left behind five children. Who is going to take care of them?

20:23 Else, Forestry Commission offices will not operate in this constituency.

20:35 Officers of the forestry division in the area are under lock and key following the threats.
20:41 That's one of the checkpoints here for the Forestry Commission. And when we came,
20:46 the occupant here, or the one who is guarding this particular place, is locking down this
20:54 particular checkpoint. He tells me he fears that the miners can come around and then attack him.
21:02 And that's why he's locking this particular facility. We understand that throughout the day,
21:08 officers here at the forestry division of Mankranso have not been at post today.
21:16 They've locked the offices and nobody came to work today. We understand the checkpoints along
21:24 this particular stretch too. The officers who were supposed to be at post were also not around.
21:30 Meanwhile, the Ashanti Regional Police Command is probing circumstances leading to the gun attack

21:44 Meanwhile, criminologists with the Kwame Nkrumah University of Science and Technology
21:48 have condemned actions by the officers of the Forestry Commission who allegedly gunned down
21:54 two security guards at a mining site in Mfante while calling for the perpetrators to be brought
21:59 to book. Dr. John Sobukowari observed many security personnel have become trigger happy.
22:05 He was speaking with David Akwete on Live FM.
22:08 Away from the Mfante killing, there might soon be more plastics and fish in Ghana's
22:25 territorial waters. That's a warning from the Secretary General of the UN Convention
22:30 on Wetlands. According to Dr. Musunda Mumba, plastic pollution along West Africa's coastline
22:36 is getting out of control and may require drastic measures to deal with it. Speaking to JOY News'
22:42 Bleset Soga on the sidelines of the intergovernmental negotiations on plastic
22:47 pollution, the Secretary General noted plastic pollution is adding complexities to the loss of
22:53 Ramsa sites and other wetlands in Ghana and across Africa.
22:58 Plastics are a major pollutant of Ghana's coastline, especially in the capital Accra.
23:04 While there is no end in to this menace, experts fear there is a grave danger to marine life and
23:10 tackling climate change. It is for this reason that many environmentalists view
23:15 this intergovernmental negotiations underway in Kenya's capital Nairobi as crucial as it is seeking
23:22 to create a legal abiding framework that will check the plastic pollution menace.
23:27 We produce about 430 million tons a year and only 10% of that is recycled. 74% ends up in
23:35 landfills and from there it goes into the environment or it already goes straight into
23:41 the environment. So we have to take action. We also understand that there are chemicals
23:44 associated with these plastics, many of them harmful. And we also of course understand that
23:50 when we end up burning plastic we are causing significant climate impact.
23:56 This instrument is not about recycling and improving recycling. This instrument is not just about
24:04 waste management or cleanups. It is about a complete rethink on how we use plastics.
24:12 Each year countries around the world generate over 350 million metric tons of plastic waste.
24:18 That's equivalent to about 10 fully loaded garbage trucks. These waste end up either in the ocean
24:24 or gets incinerated with this associated problems of plastic pollution. It's the reason for which
24:31 countries around the world including Ghana are converged here in Kenya to try and find a lasting
24:37 solution by introducing an international binding treaty on the plastic menace.
24:43 Also attending the summit is Dr. Masumba Mumba, Secretary General of the Convention on Wetlands
24:48 who disclosed worrying signals about the level of plastic pollution. And then imagine the amount of
24:55 plastics that also enters the sea from the land due to land activity. You'll find that there's a
25:01 lot of this the acheke and aloko that they sell on the street, beautiful, and also water sachets.
25:07 Where are they? In plastics, right? So somebody drinks and throws it on the ground and it floats
25:11 and finds itself into the sea. So the statistics now, the scientific information is showing that
25:16 we're going to possibly have more fish, more plastics than fish in the sea. And this is a reality.
25:22 She's also calling for an intergovernmental support and collaboration to protect wetlands
25:28 and to tackle the plastic waste crisis. There are specific intergovernmental processes within
25:34 which countries sit and one of them which is actually hosted by the United Nations
25:38 Environment Programme is the Abidjan Convention. The residents of Toblo-Kope community nestled in
25:47 the Ketu South municipality are expressing growing frustration over what they perceive
25:52 as neglect from government in addressing their developmental needs. The primary concerns of the
25:58 residents centre around the poor state of their roads and the lack of electricity infrastructure.
26:04 The residents have threatened to go on demonstration to drum home their frustrations.
26:09 Ivy Setoji visited the community and has filed this report.
26:12 Despite being an integral part of the Ketu South municipality, Toblo-Kope has long struggled
26:25 with inadequate infrastructure, hindering the daily lives of its residents. The roads,
26:32 pockmarked with potholes and uneven surfaces, have become a source of constant inconvenience
26:40 and pose a threat to the safety of both pedestrians and drivers. In addition to the road walls,
26:48 Toblo-Kope continues to grapple with the absence of electricity. The lack of this basic amenity
26:57 hampers economic activities and affects the overall quality of life for residents.
27:04 Without a reliable source of electricity, businesses struggle to thrive and students
27:12 face challenges in their studies due to limited access to lighting during night-time hours.
27:21 Residents at a press briefing led by Maoli Zumega lamented how they have never had electricity
27:31 through doors surrounded by communities with electricity. A situation he said has been
27:38 frustrating. Here's what he said. "Doors surrounded by lighted community, Toblo-Kope has never seen
27:48 a light. Toblo-Kope is a community of about 6,000 dwellers in a community in the Ketu South municipality
27:58 of the Vota region, consisting of sub-communities such as Nantema, Wutima, Kachekwa, Sumahla-Kope,
28:07 Socha-Vikope, Davokope, Ahosukope, Apagama and the others. Historically, Toblo-Kope is referred
28:16 to as Vyapah Kopega because she is the mother of all neighboring communities such as Wodabakope,
28:23 Avesiva, Kwoji, Agobuma. The neighboring communities came out of the ancient Toblo-Kope
28:29 who has now become a shadow of its offsprings due to lack of economic and social amenities.
28:37 The most telling is the lack of electricity. Ladies and gentlemen of the press,
28:46 in the year 2009 under the late president Arthur Mills, many communities, towns got connected to
28:54 the national grid but strangely Toblo-Kope was left out. As a result of this inhuman treatment
29:03 by all leaders, teachers posted to the community-based school live without notice, rendering
29:12 the school underpopulated with teachers. The only chips compound in the community has been moved to
29:22 a neighboring community due to the lack of electricity. The lack of understanding of the
29:31 concept of ICT as a subject in the basic school which is run by the equipment that requires light
29:38 but are asked to write the same exam as people in Accra, Kumasi and other big cities
29:44 cannot be concluded that Toblo-Kope are part of the modern community. We have at this press
29:52 conference certain notice through the representatives of the central governments,
30:02 the MCE, who will receive a copy of this press that an urgent and cogent response is expected.
30:12 Failure to compare the contractor to resume work and no concrete effort coming from the powers that
30:19 be in two weeks time, in two weeks time we will be compelled children, women and everyone including
30:30 the non-white communities to pour out into the street for mass action or demonstration.
