00:00 US President Joe Biden said that China has real problems.
00:06 He made the statement while speaking at a fundraiser in San Francisco on the eve of
00:10 his meeting with Xi Jinping.
00:12 The leaders of the world's two largest economies will meet on the sidelines of the EPIC summit
00:16 in California for their first encounter in a year as trade tensions, sanctions and the
00:21 question of Taiwan have fuelled conflict between Washington and Beijing.
00:26 The two presidents are expected to meet for several hours on Wednesday on the sidelines
00:29 of the Asia-Pacific Economic Cooperation or EPIC summit in San Francisco.
00:34 The forum brings together 21 economies which together account for about 60 per cent of
00:38 the world economy.
00:39 Biden and Xi Jinping arrived in San Francisco on Tuesday.
00:43 The US president has characterized the meeting as a chance to right ties that have floundered
00:48 in recent years.
00:49 They are both also expected to meet major business leaders and hold a number of other
00:53 bilateral meetings.
00:55 Joe Biden said, "President Xi is another example of how re-establishing American leadership
01:00 in the world is taking hold.
01:02 They've got real problems."
01:04 Earlier the president told reporters at the White House before heading to San Francisco
01:08 that the US is not trying to decouple from China.
01:11 When asked what he hoped to achieve at the meeting, he said that he wanted to get back
01:15 on a normal course of corresponding, being able to pick up the phone and talk to one
01:19 another if there's a crisis.
01:21 But Biden also warned that the United States was wary of investing in China due to Beijing's
01:26 business practices.
01:27 Positive momentum from November of 2022 talks between Xi and Biden in Bali was derailed
01:33 when the United States shot down what it said was a Chinese spy balloon, delaying a planned
01:38 visit to Beijing by US Secretary of State Antony Blinken.
01:41 Since then, a flurry of high-level diplomacy, including Blinken's eventual trip to China
01:46 in June, has signalled a willingness on both sides to mentise.
