02:56 In 1898, in the Treaty of Paris, Spain sold the Philippines to America for $20 million.
03:06 But there was a problem. Scarborough and Spratlys were not included in the formal agreement.

03:15 The Treaty of Paris said that Spain ceded to the U.S. everything within the lines.
03:21 Now, the U.S. has signed it. When they arrived here, there were still many islands outside the treaty lines.
03:30 So, the U.S. said to Spain, "That should be included. That's the intention."
03:36 This is where the forgotten agreement, the Treaty of Washington, came into play.
03:42 The U.S. said, "Okay, we'll give you 50,000 more."
03:47 Spain said, "That's too little. So, we'll add 100,000."
03:51 "Okay, let's sign."
03:53 So, of course, that's why the problem is that we forgot the Treaty of Washington.
03:59 In international law, official maps and formal agreements are important in the implementation of territorial rights of a country.
