The Public Accounts Committee (PAC) will call up the Finance Ministry on Nov 30 concerning the Auditor-General's Report 2022 findings on the Langkawi Development Authority’s (Lada) management of real estate projects.
Speaking at a press conference in Parliament on Wednesday (Nov 22), PAC chairman Datuk Mas Ermieyati Samsudin said the committee will focus on several criteria in its proceedings, namely misappropriation of funds, abuse of power, wastage and negligence.

01:14 was submitted by six companies from three ministries.

01:26 As mentioned earlier, on 22 November 2023,
01:31 16 reports of the State Audit Office were submitted by the people's council,
01:37 this morning, after receiving approval from the Honorable Sub-Secretary-General,
01:42 the Supreme Head of the Government Office.
01:44 These reports are from three reports,
01:47 which are submitted by the Head of State Audit Office in 2022,
01:52 on the activities of the Ministry, the government office and the bodies of the Secretary-General,
01:57 the administration of the government and the special audit on forest management and environmental impact.
02:07 The State Audit Office has also submitted the main report to the PSC,
02:15 where 16 performance audits have been carried out in 14 ministries,
02:21 involving projects and programs worth RM 208.882 billion, as mentioned earlier.
02:28 From the 16 audited activities,
02:35 some projects did not meet the objectives set,
02:41 because the objectives were not met,
02:45 there was a delay in the development of projects,
02:47 the delivery of services was not satisfactory,
02:49 the achievement of projects and programs was low,
02:51 and the weakness of the administration was a hindrance to the objective achievement.
02:55 Among the significant issues raised,
03:00 which were also reported this morning,
03:06 were the management of paddy planting programs,
03:11 flood prevention and control programs,
03:13 land development management,
03:15 land development institution,
03:17 foreign workers management through the existing e-PEGS and FWCMS system,
03:22 and the re-development of the Daif building in the school.
03:26 Meanwhile, the report of the Head of State Audit Office in 2022,
03:31 on the management of the government and the government office,
03:34 the significant issues raised in this year's report,
03:37 were about 5 companies, including UITM Holdings and Berhad,
03:43 and a special audit was also carried out against 11 financing programs under the National Tax,
03:49 involving a sum of RM 395 million, which was found to be satisfactory.
03:54 The State Audit Office, as mentioned,
03:57 has also carried out a special audit on forest management and environmental impact,
04:02 to assess whether the forest in Malaysia has been managed consistently
04:06 to provide social economic benefits and maintain the sustainability of the environment.
04:11 And it was found that the flood in the forested areas as of 31 December 2021
04:17 was 54.6%, which is consistent with the state's commitment to maintain at least 50% of the country's land area.
04:28 The forest sector has had a positive impact on the economic aspect,
04:33 however, there are several cases where there are weaknesses in forest management,
04:38 such as forest land development activities,
04:41 logging, logging and quarrying in the HSK permanent forest area,
04:46 which can have a negative impact on social and environmental aspects.
04:52 Overall, there are still some weaknesses in the implementation of state projects and programs
04:59 from 2016 to 2022.

05:11 waste and payment are not organized due to failure to comply with the procedure,
05:17 the rules are not well-structured when planning activities, projects, programs,

05:27 However, it was also found that most of the issues raised after the time of the audit and the audit approval were taken,
05:35 are being taken action to correct and improve by the government,
05:40 such as the management of the paddy planting program,
05:43 the management of flood control and flood warning,
05:47 the maintenance of public transport,
05:49 as well as the project of raising the tariff and rebuilding the Daif building in the school that is being given attention by the government.

06:24 For the PAC, for the PAC's proceedings for the issues in the state audit report for 2022,

06:52 In accordance with that, the PAC has decided to call on the Ministry of Finance to provide an explanation in connection with the management of the construction of the land of the Langkawi Lada Development Institute on Thursday, 30 November 2023.
