00:15 Seven years after the war against drugs was carried out by the Duterte administration,
00:23 the chamber discussed the two resolutions that are being discussed in the government
00:27 to help investigate the International Criminal Court or ICC.
00:32 We are here first and foremost to ensure that the rule of law is upheld
00:38 and that the role of law in obtaining justice for our people, for our constituents is fulfilled.
00:44 This does not mean that the ICC has no jurisdiction
00:48 in the case of Crime Against Humanity that was filed against President Duterte.
00:53 The withdrawing state still needs to help in the investigation of the ICC.
00:58 In the next hearing, the Chamber will invite the members of the Department of Justice and the Supreme Court
01:04 to get their legal opinion, as well as those in the Executive.
01:08 The President's sister, Senator Aimee Marcos,
01:11 was surprised by the resolution and was shocked by the seriousness of the problem.
01:16 The Philippines is really a big problem.
01:18 If the ICC enters, we can't just let it pass.
01:23 Think about it, our sovereignty is being surrendered.
01:26 Our courts are very strong.
01:29 Senator Dalima was released.
01:32 Isn't it strong that the court can be fixed and the judiciary can be prepared?
01:37 That's what we need to understand.
01:38 And they are not being pitied anymore.
01:40 There are a lot of problems.
01:42 There are a lot of political parties that only started with ambition and determination
01:49 to take up positions in 2025, 2028, and many more.
01:53 But Senator Ronald Bato de la Rosa believes
01:56 that the resolutions will only remain in the Chamber,
02:00 as long as President Bongbong Marcos takes action.
02:03 The President's decision that he doesn't want the ICC to enter our sovereignty is clear.
02:09 Just this past July, the President said that the Philippines will not cooperate with the ICC in any way.
02:15 But Representative Edsel Lagman, who is one of the people who signed the resolution,
02:20 believes that the President's view on this issue could change.
02:23 I think that our President will look at the sentiment of the Congress.
02:29 Executive agencies can change their minds
02:35 if they see that it is right for our country to cooperate in the investigation of the ICC.
02:41 We are still waiting for the announcement of the issue on this.
